Construction of Rural Credit System under the Background of Modernization of Rural Governance: Value Implication, Realistic Dilemma and Optimization Dimension

Due to the inertia of industrialization and urbanization, the contradiction between urban-rural relations and rural society has become increasingly prominent, and the issue of agriculture, rural areas and farmers has become the key bottleneck restricting China’s modernization. With the planning and implementation of the rural revitalization strategy, the modernization of rural governance has put forward the requirements of stability, compliance and trustworthiness for agriculture, rural areas and farmers. The construction of rural credit system based on the concept of sustainable development, credit economy and honesty and trustworthiness has also become an important institutional guarantee to support the rural revitalization strategy. However, there are still some problems in the construction of rural credit system in China, such as lack of credit education, lack of credit responsibility, lack of system guarantee and lack of legal guidance. Therefore, it is necessary to promote the construction of rural credit system from four aspects: reshaping rural credit concept, strengthening government credit responsibility, perfecting financing system guarantee and deepening the guidance of laws and regulations, ensuring the implementation of rural revitalization strategy and realizing the modernization of rural governance.
