안전관리 프로그램 분석에 의한 안전문화 Framework 개선방안 연구

A Study on the Improvement of Safety Culture Framework by Analysis of Safety Management Program

세월호 침몰사고(2014년), 경주대지진(2016년) 이후 안전관리 향상을 위한 국민적 의식변화와 안전문화 수준 향상이 요구되고 있다. 그리하여 안전문화에 대한 개선된 Framework를 제안하고자 한다. 안전문화 Framework 분석은 선진외국의 안전문화에서는 발전 및 영향요소와 안전 확보 및 평가요소의 프레임이 확인 되었다. 안전관리 프로그램에서는 조직과 구성원에 인식과 역할과 책임, 작업허가에 대한 절차와 약속에 대한 시스템적 프레임이 확인 되었다. 안전문화 Framework 구성제안의 결론은 사전계획 단계에서는 안전문화 구축을 위한 방침과 목표설정, 자원구성, 안전수준조사 프레임이 제안되었다. 운영단계에서는 최고책임자의 리더십과 책무, 구성원의 역할과 책임, 작업환경과 평가, 안전문화 평가, 안전경영검토에 대한 프레임이 제안되었다.

Since Sewol-Ho disaster (2014) and Kyung-Ju earthquake (2016), it is required to improve the national consciousness and safety culture level to improve safety management. Thus, we propose an improved framework for safety culture. The analysis of the safety culture framework confirmed the frame of development and impact factors, safety assurance and evaluation factors in advanced foreign safety culture. In the safety culture program, a systematic framework for recognition and roles and responsibilities, procedures and commitments to work permits has been identified for the organization and its members. Baled on the study obtained, Safety culture framework is that the policy, target setting, resource composition, and safety level survey frame for safety culture construction were proposed in the preplanning stage. During the operational phase, a framework for leadership and accountability of top managers, roles and responsibilities of members, work environment and evaluation, safety culture evaluation, and safety management review were proposed.
