재해 복원력(resilience)의 문헌조사에 관한 연구

A Study on Literature Review of Disaster Resilience

본 연구는 다양한 분야에서 사용되고 있는 복원력이라는 용어 중 재난 분야에 대한 문헌조사를 통해 재해복원력의 개념을 정립하였다. 재해예방과 관련된 인프라는 건설하고 설치하는데 있어 강건성과 보충성 보다는 경제적 효율성이 중심이 되어 왔다. 하지만 현재 재해복원력은 기후변화, 도시화 등 재난의 문제와의 연계성을 반영한 접근법, 글로벌 차원의 역할수행, 이해관계자와의 유기적인 대응, 정부의 국정과제의 연관성과 구성요소를 통한 재해관리의 정책을 실시 도입할 필요가 있다.

This study establishes the concept of resilience ability through the literature survey on the disaster area among the terms of resilience that is used in various fields. Although the economic efficiency rather than the robustness and complementarity in constructing and installing the infrastructure related to the disaster has been centralized, the present disaster resilience is based on the diagnosis system and the linkage of future population concentration to the problem of disaster management direction when the urbanization is concentrated. Role in the global society, necessity of organic consideration, association of government s national affairs and policy of disaster management through constituent elements.
