재활용정책의 개선방안

A Study on the Improvements for Recycling Policy

이 연구의 목적은 크게 2가지로 대별된다. 첫째, 우리나라 지방자치단체 산하 재활용센터 및 정부조달물자 관련 재활용센터 등의 유통실태조사를 통하여 주요 품목별 발생량과 회수량을 조사하고 우리나라 재사용시장의 유통체계를 파악하고자 하였다. 둘째, 재사용사업의 주체별 역할을 설계하여 효율적인 재사용사업 모델을 제시하고자 하였다. 연구결과, 재사용 유통과정의 개선방안으로 1) 시민들의 재사용 의식제고(홍보와 교육), 2) 법령 및 제도의 개정, 3) 재활용센터의 세제 및 금융지원, 4) 재활용센터의 부지제공, 5) 원활한 가전제품부품의 조달, 6) 재사용 네트워크의 구성 등을 도출하였으며, 이러한 개선방안들을 실행하기 위한 공공 / 민간부문의 재사용사업 모델을 함께 제시하였다.

The objective of this research was classified roughly on a large scale with 2 branches all. First, we investigated about the number of several items production and recovery through recycling center, under the influence of local government and Governmental supply material recycling center, and defined the system of recycling product circulation. Second, we tried to indicate efficient re－use business model through the Subjective role－model. The consequence of research, we can suggest about 1) citizen s consciousness raising for re－use(PR & Education), 2) reform a court of law and institution, 3) tax cut and financial support for recycling center, 4) Site provision for recycling, 5) smooth supply of the home electronics parts, 6) Composition of re－use network. For execution of these improvement programs, we suggest the re－use business model of the public / private sector for together.
