매장문화재 조사용역 적격심사기준 수립에 관한 연구

A Study on The Criteria of Performance Capability Evaluation for Buried Cultural Property Research Services

적격심사기준은 입찰 대상 용역과 물품 중 최저가입찰에 따른 문제점을 예방하고 가격, 품질, 사후관리 등 모든 측면에서 공급의 적합성이 높은 낙찰자를 선정하기 위한 제도이다. 이러한 측면에서 매장문화재 조사용역의 전문성과 특수성 반영 요구가 높으나 대부분 회계예규의 적격심사기준을 준용 일률적 기준을 적용함으로써 기술/지식 중심의 용역분야의 적격업체 선정기준으로서 적합도가 낮아 적격업체의 선정의 변별력 강화가 필요한 상황이다. 또한 과도한 저가 투찰 예방 및 용역 품질에 적합한 적정 대가 보장 요구, 시설공사 분야와 유사하게 적격심사의 “운찰제” 형태로 운영되는 상황 극복하는 것이 요구된다. 이를 통해 부적격 업체의 과도한 저가 투찰에 의한 용역 품질 저하 및 산업 지속 가능성 저하 예방 역시 필요하다. 동시에 업체의 종합적 역량 평가를 위한 실질적 기준 도출을 통해 문화재 조사용역의 전문성/특수성과 함께 계약상대자로서 조사수행기관의경영상 관리적, 재무적 신인도 등 기업 일반특성 균형적으로 평가할 수 있는 실질적 선정기준 도출이 필요하다. 따라서 본 연구를 통하여 매장문화재 조사용역에 요구되는 전문성과 적정 자격을 보유한 업체를 선정할 수 있는 적격심사기준을 도출하고자 한다.

Criteria of performance capability evaluation is prevention of problem from lowest price bidding of goods, service, etc. It is, also, solution of selection of the most appropriate bidder. In this sense, although reflects the growing demand of expertise and distinctiveness in buried cultural property research services, existing qualification criteria are being applied uniformly in applying selection of eligible institution of technology oriented and knowledge-based services accordance with published rulings of agreements. Also, the field is required overcoming excessive low bidding, appropriate to ensure quality of service required price levels and phenomenon of “lucky winners of bidding” At the same time, For a comprehensive competency evaluation, it needs to develop a valid selection criteria of eligible companies balanced assessment of the general characteristics such as financial credibility along with expertise and distinctiveness. Consequently, this research is study to derive criteria for qualification that can be selected highly competitive institution in buried cultural property research services.
