국내 공공혁신조달(PPI) 도입과 시사점

Introduction and Implication of Public Procurement Innovation

본 연구은 혁신의 견인을 위한 공공조달의 역할방안을 논의하고 개선방안을 제시하는데 목적이 있다. 4차 산업혁명의 흐름과 공공재정을 활용한 혁신 견인 필요성 증가에 따라 국내 공공혁신조달의 개념과 도입을 위한 정책적 방안 마련이 필수적이다. 공공조달은 다양한 경제사회적 수요를 충족시킬 수 있는 효과적인 시장이자 정책의 효과적 실행을 통해 혁신을 견인하는 적극적 촉진자로써 혁신을 위한 각종 제도의 효율적 운용이 가능하다. 선행연구 문헌 고찰 국내 공공조달 제도의 해석을 진행하였으며, EU의 선도사례를 중심으로 각종 사례를 검토하여 국내 공공조달 환경에 적합한 시사점을 제안하였다. 공공혁신조달의 범위를 R&D 연계와 공공구매, 계약 제도적 관점으로의 확장과 더불어 혁신 선도자로서 공공조달의 역할 인식 전환, 현행 공공혁신 조달 제도의 개선과 전략적 활용, 공공수요에 기반한 규모의 경제 달성을 위한 관계 기관의 유기적 협력과 전문가 양성이 필요한 것으로 판단된다. 본 연구의 결과는 향후 공공조달을 활용한 혁신의 연계와 이를 제도화하기 위한 및 실무적 틀을 제시하였다는데 그 의의가 있다.

The purpose of present study is to investigate the role of public procurement as trigger of innovation. In accordance with the 4th industrial revolution and the necessity of attracting innovation using public finance, It is essential to formulate a policy agenda for establishing and introducing the concepts of public procurement innovation (PPI) on domestic perspective. Public procurement is an effective market to meet various economic and social needs, and to efficiently operate various system for innovation as an facilitator to drive innovation through effective implementation of policies. As a result of analyzing previous studies and fild cases, I would suggested the demand-type forward commitment rocurement system followed the EU s leading case which modified based on domestic public procurement environment. The scope of existing PPI is expanded with linkage with R&D, public procurement market, and contracting system, to application, it is considered to a) recognizing the role of public procurement as an innovation pioneer, b) improving and strategically utilizing of current public innovation procurement system, c) organizing organic coperation of related institutions to achieve economies of scale based on public demand, and d) training expert. The results of this study suggest that the theoretical famework for establishing the PPI system and provide linkage between innovation and public procurement.
