투표 참여율 제고를 위한 선거제도 개선 방안에 대한 소고

A Study on the Improvement of Electoral System for increasing Voter Turnout

본 연구는 유권자의 날과 국민주권 하에서의 유권자가 가지는 의미에 관하여 돌이켜 보고 선거의 중요성 및 투표율 제고를 위한 방안에 대하여 탐구하는 것을 목표로 한다. 오늘날 대다수의 유권자들은 대체적으로 선거에 무관심한 태도를 보이고 있으며, 이는 심리적 요인과 구조적 요인모두에서 기인한 복합적 문제라고 생각된다. 투표율이 낮아지고 있는 요즘의 추세에 비추어, 투표율 저하가 대의민주주의의 위기에 대한 문제로 확대될 수 있다는 우려가 제기 되고 있다. 선거의 민주적 정당성의 측면에서 살펴보더라도 유권자들의 의식 개선과 더불어 선거에 대한 인식의 중요성은 다시 한 번 강조할 필요가 있을 것이다. 필자들은 이러한 필요성에 입각하여 유권자의 날 제정의 의미와 관련하여 유권자들의 의식을 개선하고, 나아가 유권자들의 투표 참여율 제고를 통해 우리나라의 민주정치가 한 단계 더 발전해 나갈 수 있는 방향을 모색하고자 하였다. 우선 최근의 국내외의 투표참여 현황을 살펴보고 분석을 통해 투표율이 저조한 오늘날의 문제의 원인은 무엇이며, 이러한 문제를 해결하기 위한 방안으로 어떠한 것이 있는지 서술하고자 한다. 방안에 대하여는 투표참여율 제고에 관한 기존의 논의를 살펴보고 기존 논의에 대한 보완책과 더불어 새로운 대안에 대하여 제시하였다. 필자들은 기존의 논의에 대해서는 투표자 우대제도와 강제투표제도를 중심으로 서술하였고, 새로운 대안제시로는 기존에 시행하고 있는 투표자 우대 제도를 보완한 투표자 우대제도 개선안과 필자들이 새로운 대안으로 모색해 본 상대적 투표 가치제도 도입에 관하여 중점적으로 기술하였다.

These days, a great many people show an attitude indifferent to election. It may be caused by socio-psychological as well as socio-structural factor but the rapid decrease of voter turnout is threatening the representative democracy of Korea. So it is important to improve voter’s awareness of participation in voting and to realize the importance of the low voter turnout problem for democratic legitimacy. The purpose of this study is twofold: depend on the signification of Voter’s under the doctrine of the sovereignty of the people, to analyze causes of the decline in the voter turnout and to suggest solutions for increasing it. First of all, we analyze the patterns and causes of the decline in the voter turnout; we researched patterns of voter turnout revealed in the previous national-level elections, such as presidential election, National Assembly election, and local election and examine specific causes of the decline in the voter turnout on the basis of a variety of variables. Then we suggest the specific solutions of the problem; after summarizing of the existing election system and voting rate improvement strategy such as incentive system, compulsory voting system, we suggest complementary measures of existing election system and voting rate improvement strategy. And as a new strategy for increasing voter turnout, we suggest the introduction of the electoral system of allowing differentiation of the value of voting according to the voter’s participation in the Election within the Constitutional principle of equal voting rights.
