Furthermore, this book systematically reviews stereotyping of regulating method, assessment method etc., so that this not only adds theoretical interest of regulation law for a policy maker in charge of various industrial regulations but also provides an opportunity for in-dept learning. The article tries to intensively introduce these. First, market Failure which is traditional and theoretical ground about regulation is discussed, and by investigating reason of another regulation such as human rights or social solidarity etc., modern conceptualization of regulation was tried. Second, This article explores establishment of benchmarks to decide what regulating system is good, if it is acceptable, or whether reform is necessary or not etc. And tools to assess validity of the establishment are examined. Third, The article focuses on definition of risk and issue of its assessment, difficult problems of essential regulations raised by risk, and several methods to compose ‘approaches’ for regulating risk, so that measures to apply good regulation is explored. But it should be carefully noted that solutions suggested here put the point to emphasize the fact that “regulation of risk is related to choice to reflect fundamental assumption about vulnerabilities of a specific social system”, rather than provided to find best method dealing with regulation of risk.
