디지털 위안화 추진의 주요 쟁점 및 시사점

China’s Big March on the Digital Yuan -Controversial Issues and Implications-

인민은행은 중앙은행 디지털화폐(Central Bank Digital Currency, CBDC)의 발행을 2022년 베이징 동계올림픽에서 전면 활용하는 것을 목표로 준비 중이다. 인민은행은 션전(深川), 쑤저우(蘇州), 청두(成都), 슝안특구(雄安特區) 등 4개 지역에서 디지털화폐 발행을 위한 시범사업을 성공적으로 진행했다. 결론적으로 인민은행은 디지털화폐의 발행을 위한 기본적인 설계 및 테스트가 사실상 완료되었다. 본 고에서는 인민은행이 발행 주체인 디지털 위안화의 추진 과정과 주요 쟁점을 살펴보고 한국에 대한 시사점을 도출하고자 한다. 가장 중요한 쟁점은 디지털 위안화의 추진이 중국이 국제금융 분야에서 추진 중인 위안화 국제화와 어떻게 연계되어 있으며, 과연 위안화 국제화에 얼마나 도움을 줄 수 있을 것인지의 문제이다. 아울러 디지털 위안화의 도입과 관련하여 ① 디지털 위안화와 자본자유화, ② 개인정보 보호를 둘러싼 규범, ③ 디지털 통화협력, ④ 디지털 패권전쟁, ⑤ 국경간 지급결제시스템의 네크워크 경쟁 등 다섯 가지 쟁점을 검토한다. 마지막으로 디지털 위안화의 도입이 한국 금융에 제시하는 시사점을 도출하고자 한다.

The People’s Bank of China has been developing the digital yuan, a so-called central bank digital currency that aims to replace some of the cash in circulation. China has already started real-world pilot tests for the digital currency in a number of cities including Shenzhen, Chengdu and Suzhou. This paper aims to review the plan of the PBOC’s ditital yuan and several controversial issues and draw the implication for South Korea. A main issue is to consider how the emerging digital yuan will contribute to the internationalization of the Chinese yuan. Also, other related issues like ① digital yuan and capital flight, ② protection of private information, ③ digital currency cooperation, ④ digital hegemony competition, ⑤ cross-border settlement system will be considered. Finally, in light of China’s big march on the digital yuan, South Korea will also need to start reform-minded endeavors toward financial innovation in these new financial frontiers.
