미국 군사혁신의 변천사

History of Revolution in Military Affairs of US Military: Decision-making process of defense policy that leads to the military transformation.

본 논문은 냉전종식 이후 미국의 군사혁신이 어떠한 과정을 걸쳐 정책화되었는지를 살핀다. 각 대통령의 재임기에 어떠한 사회적 문제와 정치적 과제, 그리고 정책적 과제들이 복합적으로 작용하여 군사혁신을 이끌었는지 조망한다. H.W. 부시나 클린턴 행정부는 시대적 문제-정치-정책 등 3가지 흐름의 결합을 이루지 못하고 군사혁신을 정책화하지 못했지만, W.부시 행정부는 대테러전쟁이라는 국제분쟁의 실행 속에서 정책화에 성공했다. 결국 문제-정치-정책의 흐름이 심화된 가운데 전쟁과 같은 극적인 사건 발생으로 정책주체들이 필요성을 충분히 인지해야만 변화가 일어난다.

This paper examines how the US revoluion in military affairs(RMA) has become a policy since the end of the Cold War. By reviewing the each administration’s defense policies since the end of Cold War, it is possible to understand what(social) problem, politics, and policy stream were combined to lead RMA. The H.W. Bush and Clinton administrations failed to achieve a combination of the three streams - problem, politics, and policy - and failed to make a policy for military innovation, while the W. Bush administration succeeded in making policy amidst the implementation of an international conflict called upon the global war on terror. Eventually, in the midst of the deepening of the streams of problem-politics-policy, the change occurs only when policy actors fully recognize the pressing necessity called upon dramatic events such as international conflicts.
