Direction of Sustainable Integrity Policy: Evaluation of the dilemma perspective

우리 사회의 부패수준을 개선하기 위한 다양한 정책들이 모든 정부에서 시행되었으나, 부패방지정책의 실효성에 대해선 많은 의문이 제기되고 있다. 그 원인으로 부패방지정책 일관성의 부족, 구조적 원인을 개선하지 못하고 단기적인 처방 위주의 정책수단 활용이 지적되었다. 본 연구는 반부패․청렴정책이 그 동안 실효성을 높이지 못한 이유를 반부패·청렴 정책의 특성을 딜레마 이론의 관점에서 평가하였다. 그 결과 반부패·청렴정책은 특성 상 기존 관행을 새로운 관점에서 평가하고 개선방향을 모색하기 때문에 다양한 이해관계자의 가치충돌이 불가피한 딜레마적 특성이 내재되어 있다는 것을 제시하였다. 지속가능한 청렴정책을 위해선 딜레마 특성에 대한 적극적인 대응이 필요하고, 딜레마 상황에 직면하는 것을 사전에 예방하기 위한 방안으로 부패방지 총괄기구 복원, 이해충돌방지법 제정, 공직윤리 교육강화, 공론장을 통한 부패방지정책 방향 수립을 제시하였다.

Various policies to improve the level of corruption in our society have been implemented by all governments, but many questions are raised about the effectiveness of anti-corruption policies. The reasons for this were the lack of consistency of anti-corruption policies, failure to improve structural causes, and the use of short-term prescription-oriented policy tools. This study evaluated the reasons why anti-corruption and integrity policies have not improved their effectiveness so far, and evaluated the characteristics of anti-corruption and integrity policies from the perspective of a dilemma theory. As a result, it was suggested that anti-corruption and integrity policies have inherent dilemma characteristics in which value conflicts of various stakeholders are inevitable because existing practices are evaluated from a new perspective and directions for improvement are sought. For a sustainable integrity policy, it is necessary to actively respond to the characteristics of the dilemma, and as a measure to prevent confronting a dilemma in advance, restoration of a general anti-corruption organization, enactment of a conflict-of-interest prevention law, reinforcement of public official ethics education, and prevention of corruption through public spheres. It suggested the establishment of policy direction.
