Time in Artificial Intelligence in Government: A Literature Review

본 연구는 공공부문에서 제기되고 있는 인공지능 관련 이슈들을 ‘시간풍경’개념을 원용 확장하여 현재 국내의 인공지능 이슈들의 시간적 특성을 도출하고 이의 정책적 학술적 향후 방향을 찾고자 시도되었다. 본 연구에서 ‘시간풍경’은 인공지능시스템 구현시간으로서 ‘단기-중기-장기’ 개념을 빌어 구성하였다. 시간풍경에 배치된 인공지능 이슈들은 문헌분석을 통해서 도출하였고, 이를 위한 문헌의 추출은 PRISMA 방식에 의거하였다. 주된 연구결과는 국내문헌에서 인공지능 이슈의 시간은 주로 기술적 시간이 사용되었다는 점, 그리고 ‘단기 이슈’들이 지배적이었다는 점이다. 연구 결과를 토대로, 본 연구는 기술적 시간 이외에 다른 시간 개념들을 보다 적극적으로 활용할 필요성 그리고 인공지능 이슈가 발생하는 다양한 영역들에 대한 경험적 연구의 필요성을 제시하였다.

To identify how scenic the Korean scholarship on Artificial Intelligence(AI) implications in government could be, we presents a canvas in government where AI issues are put on, borrowing the concept of “timescape” from Adam(2008). Time elements that compose the temporal landscape are deployed as the near-term, mid-term and long-term, based upon the fast-developing but still brody literature on AI. We have developed our set of time elements by collating from various scholars including Baum (2020), Parson et al.(2019) and Prunkl & Whittlestone(2020). The procedure of PRISMA-2009(Mosher et al., 2009) produced 36 articles for the final analysis. Our review shows that technological time is the dominant, most frequently utilized concept of time, while the timescape is composed of more near-term than longer term AI systems. This study suggested that important additions be made to make the timescape more scenic. These additions include 4 types of time concept—epochal, policy, political, and psychological time, as well as extended areas of AI applications.
