한국 정부조직 개편의 경로의존성분석에 관한 연구

Study on the Analysis of Path Dependence in Korean Government Organizational Structure Reforms

지금까지 기존 선행연구는 정부조직 개편 시 정권초기에는 정부조직 규모를 축소하고 정권말기에는 이를 확대하는 역사적 제도주의의 경로의존성을 밟는다고 규명해 왔다. 그러나 정부조직의 규모(중앙부처의 수)만을 가지고 경로의존성 현상을 분석하는 것은 문제가 있다고 본다. 왜냐하면, 외형상 정부조직의 규모(중앙부처의 수)를 줄이면, 축소로 보이나, 하부조직(차관보, 실, 국, 과, 담당관)이 축소되지 않는 한, 또는 공무원의 인력(정원과 현원)이 감원되지 않는 한 축소되었다고 볼 수가 없기 때문이다. 본 연구는 이러한 점을 고려하여 정부조직의 규모(정부부처의 수) 외에 하부조직(차관보, 실, 국, 과 또는 담당관), 공무원의 인력 규모(정원과 현원)에 대해 미군정 시기부터 문재인 정부까지 역사적 제도주의의 경로의존성 현상을 분석하였다. 국민의 정부에서는 정부조직의 규모, 정부조직의 하부조직, 공무원 정원과 현원에서 모두 역사적 제도주의의 경로의존성이 나타났다. 이명박 정부에서는 정부조직의 규모, 정부조직의 하부조직, 공무원 정원에서 역사적 제도주의의 경로의존성이 나타났으나, 공무원 현원에서는 역사적 제도주의의 경로의존성이 나타나지 아니했다. 역대 정권별로 경로의존성에 영향을 미치는 요인인 제도적 맥락을 전체적으로 제시하지 못했다. 이는 앞으로 연구할 과제이다.

Precedent studies to date have identified that reforms in the governmental organizational structure follow the path dependence of historical institutionalism in which the governmental organization is downsized in the early days of the new administration and expanded at the end. However, it would be problematic to analyze the path dependence phenomenon only with the size of the governmental organization (the number of governmental departments and agencies). That is because even if the governmental organization is downsized on the surface with its reduced size, it cannot be seen as downsized unless the sub-organization (assistant ministers, offices, bureaus, divisions, or officers) is not scaled back, or the number of public officials (prescribed number and actual number) does not reduce. Considering it, this study has analyzed the path dependence of historical institutionalism in not only the size of the governmental organization but also its sub-organization (assistant ministers, offices, bureaus, divisions, or officers), and the number of public officials (prescribed and actual number) from the US army military government to the Moon Jae-in government. It was found that the government of People had the path dependence of historical institutionalism in the size of the governmental organization, sub-organization and the prescribed and actual number of public officials. The Lee Myung-bak government was found to have the path dependence of historical institutionalism in the size of the governmental organization, sub-organization, and the prescribed number of public officials, but not in their actual number. This study has failed to present the institutional context in each government, which is a factor that influences the path dependence. That is the project this study needs to undertake in the future.
