저출산이 지역 경제성장에 미치는 영향

A Study of Effects of Low Birth on Economic Growth in Korea, Focused on Local Government

한국은 저출산으로 경제활동인구가 점점 줄어들고 있으며, 인구고령화 문제로 더더욱 가속화되고 있다. 인구 고령화 현상과 맞물린 저출산 문제는 경제활동 인구의 감소와 노년 인구 부양비율의 증가로 국가의 위기를 초래할 것으로 예상된다. 이에 더하여 이러한 위기는 다른 나라보다 더 단기간에 직면한 상황이어서 이러한 위기는 더욱더 가속화될 것으로 예상된다. 본 연구는 이러한 저출산 현상에 대한 모형을 사용하여 광역자치단체의 데이터를 사용하여 분석하였다. 분석 결과 합계출산율에 영향을 미치는 변수들은 경제성장률, 1인당 GRDP, 여성 경제활동 참가율, 소비 중 교육비 지출 비중, 실업률, 저출산 대비 정책, 경제위기로 나타났으며, 이 중 가장 큰 영향을 미치는 변수는 1인당 GRDP, 여성 경제활동 참가율, 소비 중 교육비 지출 비중이었다. 경제성장률에 영향을 미치는 변수들은 합계출산율, 1인당 GRDP, 경제활동 인구, 여성 경제활동 참가율, 소비 중 교육비 지출 비중, 실업률, 노인 인구 부양 비율, 저축률로 나타났으며, 이 중에서 특히 가장 큰 영향을 미치는 변수들은 합계출산율, 1인당 GRDP, 경제 활동 인구, 여성 경제활동참가율이었고, 노인 인구 부양 비율은 부정적으로 큰 영향을 미치는 변수로 나타났다. 합계출산율에는 경제적인 변수들이 크게 작용했으며, 경제성장률에는 저출산과 경제 활동 인구 변수들이 큰 영향을 미치는 것으로 나타났다. 지역별로 나누어서 전 지역, 시 지역, 도 지역으로 구분하여 분석한 결과로는 전 지역을 대상으로 한 분석에서는 모든 변수들이 유의성을 나타냈으며, 시 지역과 도 지역으로 구분하여 분석한 결과 시 지역이 도 지역보다 더 높은 유의성을 나타냈으며, 탄력성 계수의 값도 더욱 크게 나타났다. 저출산 문제 해결을 위한 정책은 서울과 광역시 같은 대도시의 정책효과가 더욱 크게 나타날 것으로 나타났다.

The Purpose of this study is to analyze the Low Birth effects about Economic Growth in Korea. In order to analyze the effects, dependent variables are Total Fertility Rate and Economic Growth Rate. Independent Variables are Classified into each dependent variables. Independent Variables about Total Fertility Rate are Economic Growth Rate, GRDP, Women Labor Force Participation Rate, Payment of Educational Expenses Ratio, Unemployment Rate, Low Birth Preparedness Policy. The other independent variables about Economic Growth Rate are Fertility Rate, GRDP, Economically Active Population, Women Labor Force Participation Rate, Payment of Educational Expenses Ratio, Unemployment Rate, Elderly Population Support Ratio, Rate of Savings. From 1996 to 2019, the elasticities of variables are estimated. The results of the empirical analysis show that relationship between dependent variables and independent variables. Main independent variables are statistically significant. It reveals that the most important independent variables about Total Fertility Rate are GRDP, Women Labor Force Participation Rate, Payment of Educational Expenses Ratio and the other the most important independent variables about Economic Growth rate are Total Fertility Rate, GRDP, Economically Active Population, Women Labor Force Participation Rate. The results from this study is that Low Birth Preparedness Policy is more effective in Metropolitan Area than Province Area as the elasticities are more higher Metropolitan Area than Province Area.
