피난구유도등 표시방법 개선 및 방향표시 의무화 방안

Measures to improve the method of indicating guidance lights in evacuation areas and to make direction instructions mandatory

본 연구는 피난구유도등의 표시가 적합한 것인지, 또한 화재현장에서 일반인의 수준에서 피난을 정확하게 유도할 수 있는지를 규명하고, 실질적으로 피난자에게 명확하게 피난방향을 제공하기 위한 피난구유도등의 표시방법을 개선하고자 하는데 목적이 있다. 불 특정인을 대상으로 한 설문조사에 따르면 일반인들은 피난구유도등의 방향성이 없음에도 인체도안의 모양을 보고 방향성이 있다고 판단하는 사람이 다수가 있는 것으로 분석되어 실제 화재 상황에서 피난을 할 때 막다른 방향으로 피난을 하게 될 위험성이 있음을 예측할 수 있었다. 그리고 실제 건축물에서 피난실험 결과 유도등의 크기가 작거나 유도등을 따라서 대피하는 동선이 제대로 연결되지 않은 것 같다는 의견들을 살펴보면 유도등에 대한 개선이 필요할 것으로 보인다. 개선안의 내용으로서 건축물에서의 화재 등 재난발생 시 재실자의 대피를 돕기 위하여 피난구유도등에 피난을 위한 올바른 방향을 제시하고 그 방향으로 얼마만큼 이동을 해야 하는지를 명확하게 표시하도록 관계법령을 보완하는 한편, 유사시 일반국민들이 적극 활용할 수 있도록 유도등에 대한 교육과 홍보를 권장하도록 하였다. 본 연구에서는 그동안 연구가 거의 이루어지지 않았던 피난자의 입장인 일반국민들의 눈높이에서 건축물에 설치된 피난구유도등의 표시방법 개선안을 제시하고자 한다.

This study is to supplement limitations of emergency escape lightings proposing ways to provide people with clear directions to a evacuation safety zone. According to a survey conducted for this study, although the public lightings don’t have directions for evacuation zone, some people believed they do and others responded moving line between the lightings is not properly connected. This can lead a possible situation where many people misunderstand the sign on the emergency lighting and head to a wrong place such as a dead end. As a result improvement plan suggest a necessity of regulation for exact directions and distance to reach to a safety zone in the event of disaster including a fire in the building, recommending the government to promote and educate general public about how to read the lightings. This study tried to devise the indication on the emergency escape lighting based on general level because this matter have rarely studied so far.
