노약자안전을 위한 소방용 완강기의 구조개선에 관한 연구

A Study of the Structural Improvement in Descending Life Lines for the Fire Emergency Escaping Purpose (DLL-FEEP) for the Safety of the Old and the Infirm

소방시설의 설치 목적은 화재로부터 인명을 보호하고 연소 확대를 방지하기 위해서이다. 소방시설 중 건물에 설치된 피난설비인 완강기는 2006년 개정소방법에 따라 다중이용업소 및 고층건축물에 피난설비 중 피난기구로 설치가 의무화되었다. 건물에는 피난기구로 완강기가 설치되어 화재 시 탈출을 위한 기구로 많이 사용하고 있는데 그 실효성에 대하여 문제점들이 있거나 보완 되어야할 사항들이 있다. 현행 소방법에서 건물이 2층 이상의 고층건물에는 완강기 설치를 의무화 하고 있다. 각 건물마다 설치되어 있는 완강기는 건물의 재실자들이 사용 활용할 수 있도록 맞춤형 피난기구로 유사시에 필요한데 똑같은 형태로 설치되어 있어 무용지물인 경우가 있다. 건물의 사용 용도가 각기 다르듯이 재실자의 유형도 제각각이다. 어린아이들이 머물고 있는 건물이나 노인들이 있는 요양시설 같은 노유자시설은 일반성인보다 이들에 적합한 피난시설이 갖추어져 있어야 한다. 그러나 건물에 설치된 완강기는 그 구조가 제조회사만 다를 뿐 구조는 거의 동일하다, 그렇다보니 일반 성인들은 유사시 사용하는데 문제점은 없지만 노약자들은 사용할 수 없거나 있더라도 많은 어려움이 있다, 기존의 소방법에 따른 형식적으로 설치가 아닌 화재 시 실질적으로 노약자들이 이용할 수 있도록 재실자의 특성에 적합한 완강기의 개발이 필요하다. 따라서 이러한 맞춤형 완강기의 개발로 노약자들도 화재 시 쉽고 간편하게 이용하여 인명사고를 최소화 하고자 현재의 완강기를 다양하게 개발하여 보급하도록 구조개선 대책을 제안 하고자 한다.

The purpose of the installation of fire facilities is to protect human lives against fires and to prevent the expansion of combustion. Among fire facilities, the descending life lifes for the fire emergency escaping purpose (DLL-FEEP) installed in buildings are obliged to be installed as fire escape apparatus in multi-purpose businesses and high-rise buildings in accordance with the Fire Safety Act amended in 2006. As fire escape apparatus, DLLs are installed in buildings and are often used as the facility to escape in fire. They have some problems in terms of effectiveness and need something to be improved. In accordance with the current Fire Safety Act, the installation of DLLs in high-rise buildings with at least second floors become mandatory. The DLLs installed in buildings are the fire escape apparatus customized for building occupants, and are needed in emergency. Unfortunately, since they are installed in the same form, they are sometimes useless. Just as buildings have different purposes of use, there are different types of occupants. The buildings in which children stay, or the care facilities for the old and the infirm require the installation of fire escape facilities that fit such people. The DLLs installed in buildings, however, have almost the same structure, though are made by different manufactures. Even if ordinary adults have no problem with the use of such facilities, the old and the infirm are unable to use them or have difficulty using them. Therefore, instead of installing the fire facilities perfunctorily in accordance with Fire Safety Act, it is necessary to develop the DLLs in consideration of occupants’ characteristics in order for the old and the infirm to use them in fire. Therefore, by developing the customized DLLs in various ways and help the old and the infirm use them easily and conveniently in fire, this study tries to propose their structural improvement plan.
