경찰 신고사건에 대한 사각지대지표 적용을 통한 안전 확보 연구

A Study on Securing Safety via Application of the Blind Spot Metrics for Report Cases of the Police

사회과학 분야에서 가장 큰 과제 중 하나는 어떠한 활동의 효율성을 측정하기 어렵다는 것이고, 따라서 이에 대한 연구는 그 가치가 크다. 특히 범죄 예방 및 대응을 목적으로 하는 경찰활동의 효율성을 측정하는 기준 중 하나는 대응 시간이다. 이 연구에서는 경찰의 신고사건 대응 시간 관련하여 몇 가지 이론적인 지표를 경찰의 신고대응 활동에 적용해보았다. 경찰서의 실제 데이터를 바탕으로 ‘평균 사각 지대’와 ‘대략적인 평균 사각 지대’라는 두 가지 사이버 보안 지표를 자료 분석 프레임워크로 사용하였으며 이를 통해 신고사건 대응 시간에 대한 분석을 실시하였다. 두 지표에서 도출되는 결과값은 항목별 불균등한 정도가 컸으며, 이것은 경찰의 신고사건 대응 측면에서 자원관리의 문제가 있다는 것과 경찰관리자들이 이와 같은 문제에 개입 및 관리의 필요가 있다는 것을 말해준다. 본 연구는 범죄 예방 및 진압이라는 경찰활동에 있어서 인력 등 자원 관리와 관련한 정책적 시사점을 제공할 것으로 기대된다.

One of the great challenges in Social Science is the difficulty of measuring its efficiency. Therefore, it worths conducting research of this. In particular, one of the criteria for measuring the effectiveness of police activities aimed at preventing and responding to crime is response time. In this study, several theoretical metrics were applied to the police s report response activities regarding the response time of police reports. Based on the actual data from a police station, two cyber security indicators, Mean Blind Spot and Approximate Mean Blind Spot , were used as a data analysis framework, and an analysis of the response time was conducted. The results show that the ratios from the metrics were disproportionate, which indicates that there were some resource management problems which merits an intervention from police managers. This study is expected to provide policy implications for the management of resources such as manpower in police activities of crime prevention and responses.
