This article explains how reflection can be promoted in students through a programme known as ‘Character and Citizenship Education’ (CCE) in Singapore. We draw upon John Dewey s notion of reflection, specifically his problem solving approach, and apply it to CCE. Dewey (1933) identifies three characteristics of a reflective learner: open-mindedness, whole-heartedness, and intellectual responsibility. Reflection for him is essentially practical problem solving. Dewey (1933) identifies five phases of reflective thought. This article explains how Dewey s reflection can be promoted in CCE through service learning and appropriate pedagogical approaches.

Key Words: Character and Citizenship Education, Dewey, pedagogy, reflection, service learning, Singapore
