Public Value and Problems of Civilisation

Public value is a concept of public administration that has attracted attention as a response to market failure due to externalities. We know that externalities can be ubiquitous and global in scale. Because of this we need to think of public value in global terms. It will be argued that the reality of global externalities entails the reality of global public value. The leading problems of civilisation, such as the coronavirus pandemic, nuclear danger, biodiversity loss, and climate change are different manifestations of the same problem that being the problem of global externalities. To address them will require international cooperation to achieve global public value. Focusing on public value in discrete jurisdictions, as opposed to global public value, can lead to public value failure. This has important implications for our ideas regarding the philosophical end of public order.</br></br> Key Words: Public value, problems of civilisation, global externalities, global public value, public value failure
