This paper asks who is responsible for providing public value, for whom, and what this entails. It addresses areas of contestation and policy prescription for each of these concepts, before identifying an overlapping universal consensus on public value as freedom from existential threat as developed by the human security paradigm and implemented in accordance with the responsibility to protect (R2P).</br></br> Key Words: Public Value, Overlapping Universal Consensus, Freedom From Existential Threat, Human Security, Responsibility to Protect (R2P)
