이행노동시장 관점에서의 한국 자영업정책 분석 및 평가

Analysis and evaluation of Korean self-employment policy from the perspective of the transitional labor market

2000년대 중반 이후 20년 간 경제위기 및 경기침체기를 거치면서 비정규직 일자리 증가 및 전통적 자영업 부문의 구조조정이 가속화됨에 따라 실직 및 직장이동을 경험할 가능성이 증가하는 등 자영업을 둘러싼 노동시장이행이 빈번해지고 있는 상황에서, 이에 대한 대응책으로 나온 정부의 자영업 정책들을 평가해 볼 필요가 있다. 본 연구에서는 자영업 노동시장으로의 진입과 퇴출을 둘러싼 여러 가지 다양한 사회적 위험에 대한 실마리로 유럽을 중심으로 활발하게 논의되고 있는 이행노동시장론에 주목하고, 이에 기초해 자영업정책의 분석틀을 제공하였다. 이행노동시장 관점에서 자영업자의 다양한 사회적 위험에 대한 정부의 대응책들을 분석한 결과, 자영업자의 육아 및 가사활동 영역으로의 이행과 은퇴로의 이행에 대한 지원이 매우 미흡한 것으로 나타났다. 이러한 기존 정책의 한계점들을 보완하기 위해 그리고 자영업자의 보다 나은 노동시장이행을 지원하기 위해서는, 이행노동시장 관점에서의 정책적 개선이 이루어져야 하며 그에 따른 대안 마련이 요구된다.

With the recent economic crisis and the accelerating restructuring of the traditional self-employment sector and increasing non-regular jobs, the possibility of unemployment and job shifts have been increasing. Therefore, self-employment policies need to be evaluated. This study focuses on the transitional labor market theory, which is actively discussed in Europe as a clue to the various social risks surrounding entry and exit into the self-employed labor market, and provides an analysis framework for self-employment policy. From the transitional labor market perspective, the study analyzes the government s countermeasures to the various social risks of self-employed workers. As a result of the study analysis, it was found that support for self-employed workers transition to childrearing and housekeeping activities as well as transition to retirement was very insufficient. In order to supplement the limitations of these existing policies and to support the self-employed s better transitions, policy improvement from the perspective of the transitional labor market should be made, and alternatives need to be prepared accordingly.
