최저임금 인상에 따른 직업재활시설 근로장애인 임금 보장 방안

A Plan to Guarantee Wages for the Disabled in Vocational Rehabilitation Facilities According to the Increase in the Minimum Wage

이 연구의 목적은 최저임금인상에 따른 직업재활시설 장애인 근로자의 임금보장 방안을 알아보는 것이다. 이를 위해 국내외 최저임금인상과 관련한 선행연구를 검토하였고, 이를 바탕으로 전문가 인터뷰를 실시하였다. 연구결과를 살펴보면 먼저 최저임금 인상과 관련한 인건비 인상분을 충당할 수 없어 신규 미채용, 근로 장애인의 근로 시간 단축, 근로장애인을 훈련 장애인으로 전환 하는 것으로 나타났다. 다음으로 최저임금 인상에 따른 근로장애인의 소득보장 방안으로는 사회보험료와 일자리 안정자금 지원, 고용보험을 통한 최저임금 미달 분에 대해 지원, 중증장애인생산품우선구매제도, 연계고용제도를 통한 매출 증대가 필요하다고 지적하였다. 마지막으로 최저임금인상과 같은 고용환경 변화에 따른 직업재활시설 활성화를 위하여 직업재활시설을 사회적 목적기업으로 인정, 중소기업 지원제도 지원, 직업재활시설을 복지관점에서 접근할 필요가 있다는 의견 등을 제시하였다. 이러한 연구결과를 통한 직업재활시설 장애인 근로자의 임금보장 및 활성화를 위한 정책적 방안을 제언하였다.

The purpose of this study is to find out the wage preservation plan for workers with disabilities in vocational rehabilitation facilities and revitalization of vocational rehabilitation facilities according to the minimum wage increase. To this end, previous studies related to domestic and international minimum wage increase were reviewed, and expert interviews were conducted based on this. First of all, it was found that new unemployment, reduction of working hours for working disabled people, and conversion of working disabled people to training disabled people, as it was not possible to cover the increase in labor costs related to the minimum wage increase. Next, it was pointed out that it was necessary to use social insurance premiums and job security funds, support through employment insurance, priority purchase of products for the severely handicapped, and a linked employment system as a way to guarantee the income of the working disabled by raising the minimum wage. Finally, with regard to the vocational rehabilitation facility activation plan, recognition of the vocational rehabilitation facility as a socially purposed enterprise and support for the SME support system were suggested. Based on the results of this study, a policy plan for wage preservation and activation of workers with disabilities in vocational rehabilitation facilities was suggested.
