공정성 인식과 삶의 만족도가 지방 정부신뢰에 미치는 영향에 관한 연구

The Impact of Fairness Perception and Life Satisfaction on Individuals’ Local Government Trust

본 연구는 한국 사회에서 공정성과 삶의 만족도에 대한 인식이 지방 정부신뢰에 얼마나 영향을 미치는지에 관한 실증적인 고찰을 시도하였다. 우선 본 연구는 공정성을 개인 차원의 공정성 인식과 기관 차원(중앙정부, 지방정부, 일선 행정기관) 공정성 인식으로 구분하여 공정성에 관한 시민의 인식과 삶의 만족도가 지방 정부신뢰에 어떠한 영향을 미치는가에 관심을 두어 연구하였다. 아울러, 지방 정부신뢰 인식에 관한 영향 요인분석에 있어 지역 간(수도권과 비수도권) 차이가 존재하는지에 대한 실증 분석을 진행하였다. 분석 결과, 수도권과 비수도권 모두를 고려한 전체 모형에서는 본 연구에서 활용된 개인 차원의 분배 공정성, 기관에 관한 공정성 인식이 지방 정부신뢰에 통계적으로 유의한 영향을 주는 것으로 확인되었다. 수도권과 비수도권 모델로 구분하여 살펴본 결과, 비수도권 모델과는 다르게 수도권에서는 중앙정부에 관한 공정성 인식이 지방 정부신뢰에 유의하지 않은 결과를 보였다. 분석을 통해, 본 연구는 다음과 같은 정책적 함의를 제시한다. 첫째, 사회적 양극화의 확산을 방지할 수 있는 공정한 분배정책과 행정서비스 제공이 필요하다. 둘째, 체계화된 디지털 시스템 구축으로 불공정성 인식을 완화하여야 한다. 셋째, 시민의 선호와 요구를 바탕으로 시민의 삶에 관한 만족을 높이는 방안을 모색하여야 한다.

This study investigates how much the perception of fairness and life satisfaction affects local government trust in Korea. This research divides fairness into perception of fairness at the individual level and perception of fairness at the institutional level (central and local government, front-line administrative agency) for our study. In addition, We divide the region into the metropolitan area and the non-metropolitan area, and try to empirically examine whether there are regional in the perception of trust of local governments. The result reveals that the fairness perception influence on individuals’ perception of local government trust in both metropolitan and non-metropolitcan areas. Unlike the non-metropolitan model, there is no relation between the fairness perception to the central government and local government trust. This study suggests that the need for fair distribution policies and administrative services to prevent social polarization depeding upon the research results.
