1711년 신묘사행 응대를 위한 일본의 준비 양상

Preparations of the Japanese Society to Receive Shinmyo Tongshinsa in 1711 : Focusing on Jeongdeoksinmyobingsailgeon of Joseon Tongsin Souroku

본고에서 다룰 『朝鮮通信總錄』은 일본의 문형을 담당했던 린케(林家)가 1607년 1차 정미사행부터 1763년 11차 계미사행까지 약 150년간 조선 통신사 파견에 관여하며 그간의 관련 자료를 집대성한 자료집으로 볼 수 있다. 그중에서도 ｢正德辛卯聘使一件｣은 1711년에 신묘사행이 파견되었을 당시 현장 실무를 담당하는 하급 무사들에게 전달된 에도 막부의 행정 지시서와 임시 법령으로 이루어져 있다. 지시서에 따르면 에도 막부의 하급 무사들은 통신사를 비롯한 일반 백성들의 안전 및 질서 확보에 투입되는데, 혼잡한 현장에서 원활한 지위 체계를 구축하는 한편, 武家를 비롯한 상인과 백성들을 도와 통신사 행렬에 필요한 시설과 물자를 준비하고 백성들의 시민의식 배양에도 힘써야 했다. 지역의 정치 경제를 이끄는 武家 및 상인들 역시 이러한 노력에 발 맞춰 치안 안정과 도시 재생에 사재를 투입하는 것으로 그 역할을 다하였으며, 일반 백성들은 광범위한 도시 환경 정비에 노동력을 제공하는 동시에 거리 질서 유지에 필요한 수많은 규제 사항을 숙지하는 것으로 국가적인 행사에 기여하였다. 이러한 에도 사회의 노력은 당시 신묘사행 응대를 주도하던 아라이 하쿠세키(新井 白石)의 의도가 반영된 것으로 볼 수 있는데, 정돈되고 다듬어진 에도 사회, 즉 문명국으로서의 일면을 보여줌으로서 일본에 대한 조선인들의 인식 개선을 꾀하였던 것이다. 비록 의미있는 성과를 이끌어 내지는 못하였지만 신묘사행 응대라는 국가적인 행사를 준비하는 과정이 18세기 에도 사회에 보다 성숙한 시민의식이 자리 잡는 계기가 되었음은 분명해 보인다.

Joseon Tongsin Souroku(『朝鮮通信總錄』) examined in this study is a collection of related materials compiled over the years by the Hayasi family(林家), who was responsible for learning in Japan and got involved in the dispatch of Joseon Tongsinsa for approximately 150 years. In the collection, Jeongdeoksinmyobingsailgeon(正德辛卯聘使一件) offers records about Shinmyo Tongshinsa dispatched to celebrate the succession of the sixth general Tokugawa Ienobu(德川 家宣, incumbency: 1709-1712) in 1711. These records cover the duties of lower-rank warriors in charge of practical affairs in the field and the temporary legislation that they had to be familiar with. According to O kakitsuke(御書付), lower-rank warriors had to make preparations to welcome the Tongsinsa march by helping the merchants and people as well as the warrior families of the village and work on the cultivation of people s civic awareness. The commoners carried out the environmental beautification project across vast areas according to the directions of lower-rank warriors and familiarized themselves with a good number of rules needed to receive Tongsinsa. A look at all kinds of such administrative instructions will help to estimate the aspects of Japanese society welcoming Tongsinsa and the influences of Tongsinsa dispatch on the people of Japan across the society.
