해양수산과학기술 육성 계획 예산에 관한 연구

A Study on the Budget of Ocean Fisheries Science and Technology Development Plan: Focusing on Analysis of Budget and Social Consistency using Big Data.

해양분야는 다양한 자원과 과학기술이 결합하여 경제성장을 이룰 수 있는 분야이지만 기후변 화, 해양오염 등 사회문제로 국민건강을 위협하는 등 기회와 위기가 공존하고 있는 분야이다. 정부는 경제성장과 사회문제 해결을 위해 과학기술의 중요성과 필요성을 강조하여 해양수산과 학기술을 육성하고 개발하고 있다. 본 연구는 해양수산과학기술 개발의 중요성을 바탕으로 육성되고 있는 사업의 특성과 예산이 사회적 요구 및 필요성에 부합하는 여부를 검토하였다. 이를 위해, 2018년부터 시행되고 있는 해양수산과학기술 육성 시행계획의 R&D 사업 및 예산의 특징을 파악하고, 사회적 정합성을 언론 보도 빅데이터를 활용하여 검증하였다. 분석결과 해양수 산과학기술 R&D 사업의 수와 예산은 매년 증가하는 것으로 나타났으며, 특히 4차 산업혁명 대응을 위한 사업의 수 및 예산이 증가하고 있으며, 친환경/청정에너지 사업이 강조되고 있다. 이와 함께, 언론 보도 빅데이터를 활용하여 실제 시행계획과의 정합성을 확인한 결과 사회적 문제, 필요성에 대응하여 적시성 있는 해양수산과학기술 시행계획이 진행되는 것으로 나타났다. 본 연구는 해양수산과학기술 분야의 R&D 사업 및 예산의 적시성을 빅데이터를 활용하여 확인 하였다는 점에서 기존 R&D 연구들과 차별성을 지닌다.

The ocean is a policy area where various resources and science and technology can be combined to achieve economic growth. However, in the ocean, social problems such as climate change and marine pollution occur, threatening the health of the people, and opportunities and crises coexist. The government emphasizes the importance and necessity of science and technology, and fosters and develops ocean fisheries science and technology to solve economic growth and social problems. This study examined whether the characteristics and budget of projects cultivated based on the importance of ocean fisheries science and technology development meet social consistency. As a result of the analysis, it was found that the number and budget of R & D projects related to ocean fisheries science and technology are increasing every year. In particular, the number and budget of projects to respond to the Fourth Industrial Revolution has increased significantly. It was also found that the eco-industry and the clean energy industry are growing. As a result of confirming the growth and social consistency of ocean fisheries science and technology, it was found that the necessary plans for solving social problems and economic growth are in progress. This research is different from conventional R & D research in that it confirmed the timeliness of R & D projects and budgets in the field of ocean fisheries science and technology using big data.
