Ulaanbaatar Policy Center Now that the 25th anniversary of the adoption of the Mongolian Constitution, the Constitution has given Mongolia a strong legal foundation to build a democratic society that protects independence, sovereignty, national interest and respect for human rights. Who is the highest authority of the state? It should be emphasized that the right of the Mongolian people to determine basic facts about the existence of the state is the most important thing of the Constitution. While the constitutional provisions of national security and sovereignty are highly appreciated, Mongolia still faces institutional problems and difficulties. It is time for Mongolia to review the various issues facing international relations, constitutional, legislative and administrative provisions, and replace necessary parts. The Mongolian Parliament is overly concerned with the composition of the Cabinet, the national budget, and the allocation of resources. Therefore, they are producing various kinds of risk factors which impede the instability of the cabinet, the politicization of the public administration, the inefficient budget and the financial operation, and further the national development. The purpose of this paper is to clarify that there are many issues that need to be reassessed about the national security system specified in the Constitution and the role of national government agencies related to it. After 25 years of adoption of the democratic constitution, Mongolia has a time to look back at the constitution.
