A Study on eURC V 1.0

과학기술의 발달에 따라 종이서류와 더불어 전자기록 제시의 필요성이 점점 더 중요시 되고 있다. 하지만 기존의 URC 522는 전자기록이 아닌 종이서류의 제시만 적용할 수 있었다. 그래서 ICC에서는 이러한 변화에 대비하고 전자적 호환성을 위해 eUCP V 2.0의 개정과 함께 2019년 7월 1일 eURC V 1.0을 새롭게 제정하여 시행하고 있다. eURC V 1.0은 최근의 ICC 규칙 제정 추세에 맞춰 eUCP V 2.0과 마찬가지로 사전준비사항, 표준지침, 사전고려사항 등이 반영되어 제정되었다. eURC V 1.0은 사전고려사항을 비롯한 eURC의 적용 범위, URC와의 관계, 형식, 제시, 인도, 데이터 훼손 등 전자기록에 대한 필수적인 요소와 면책 조항을 포함하는 13개 조항으로 구성되어 있다. 이에 본 연구에서는 eUCP V 2.0과 비교하여 eURC V 1.0의 특징과 주요 내용에 대해 살펴봄으로써 추심 거래의 활성화에 기여함을 목적으로 한다.

Purpose : This study aims to analyze eURC V 1.0, which was newly enacted and implemented on July 1, 2019, for use with electronic records in collection procedures. Research design, data, methodology : The research methodology utilized in this study consists of a literature review in which eURC V 1.0 was carefully studied. Furthermore, ICC publications were thoroughly reviewed to evaluate how e-compatibility is ensured under eURC V 1.0. Results : eURC V 1.0 was established by reflecting preliminary preparations, standard guidelines, and preliminary considerations, in coping with the recent ICC rulemaking trend. In addition, eURC V 1.0 consists of 13 provisions, including preliminary considerations, essential elements and disclaimers for electronic records. Conclusions : This study provides reasonable practical implications for collections practitioners in utilizing the electronic records through in-depth analysis of eURC V 1.0 in comparison with the contents of eUCP V 2.0. Our findings indicate that eURC V 1.0 ensures continued e-compatibility.
