북한의 사회보험 정의 추적

The Tracking of the Definition of North Korea s Social Insurance: Mainly Focused on the Official Dictionaries of North Korea

본 연구의 목적은 북한의 사회보험에 대한 정의를 제도적 차원에서 역사적 순서에 따라 그 동학을 고찰하는 것이다. 이에 따라 본 연구는 북한의 공식사전을 중심으로 북한의 ‘사회보험’과 ‘국가사회보험’에 대해 시대적 구분을 두고 문헌조사기법을 통해 시계열적으로 추적하였다. 분석결과, 사회보험의 ① 적용대상, ② 급여, ③ 재정, ④ 전달체계를 중심으로 그 동학을 추적하면 첫째, 적용대상의 경우 초가부터 보편주의를 추구하는 가운데에 1995년 ｢재정금융사전 1｣에서 협동농장원을 포괄하여 설명, 용어의 정리차원에서 적용대상의 보편주의를 일정부문 완료하였다. 둘째, 급여의 경우 1973년 ｢정치사전｣을 통해 구체적인 내용을 제시, 이후 이를 기반으로 변화하는 행태가 나타났다. 셋째, 재정의 경우 시기적으로 제도적인 변화를 반영하는 경향도 있었고 혹은 그렇지 않은 사례도 있었다. 넷째, 전달체계는 모든 시기에서 내용이 부재했다. 북한의 사회보험은 제도적으로 비교적 이른 시기에 시작된 만큼 북한이 공식사전을 통해 정의한 내용도 이에 맞추어 일찍 논의되었다. 전반적으로 북한의 공식사전을 통한 사회보험에 대한 정의와 설명은 일정부문 이해가 가능한 부문이 있지만 때로는 그렇지 않은 부문도 존재한다. 따라서 북한은 이러한 사회보험에 대한 정의를 새롭게 정리할 필요가 있다. 이에 따라 북한은 기존의 한계와 논란을 극복하는 수준의 체계적인 내용을 구체적으로 제시해야 한다. 북한의 사회보험에 대한 정의와 설명에 새로운 천착이 필요하다.

The objective of this study is to examine how the definition of social insurance in North Korea has changed institutionally throughout time. The analysis criteria of the study are “social insurance” and “national social insurance” of North Korea. To this end, the study looked into the official dictionaries published by North Korea, chronologically tracking the changes in the definition through literature review. The results of the chronological analysis of the ① coverage, ② benefits, ③ finance, and ④ delivery system of North Korea’s social insurance are as follows: first, as for coverage, North Korea, pursuing universalism from the early stage, partially fulfilled universalism in coverage by comprehensively defining the term “cooperative farmer” in “Fiscal and Financial Dictionary 1” in 1995; second, with regard to benefits, the details were presented in “Political Dictionary” in 1973, and since then, it was shown that benefits had changed centering on those details; third, regarding finance, it sometimes reflected the institutional changes of a certain period, and sometimes did not; fourth, as for delivery system, no relevant information was found, ironically, in any period. As North Korea established its social insurance system at a relatively early period, the definitions stated in its official dictionaries were discussed early as well. In general, the definitions and details of North Korea’s social insurance system presented in its dictionaries are understandable; however, some parts are not so. Therefore, North Korea needs to redefine its social insurance system it needs to clearly specify the details to the extent where they can tackle the existing limitations and controversies. It is time to newly examine the definitions and details of North Korea’s social insurance.
