개별배치 지원고용 모델에 관한 고찰

A Study on the Individual Placement Model of Supported Employment

연구는 중증장애인을 위한 개별배치 지원고용 모델을 알아보는데 그 목적이 있었다. 연구 목적에 근거하여 개별배치 지원고용 모델의 개념 및 특성을 알아보았고, 개별배치 지원고용의 모델의 과정 및 체계적 방략을 밝혔으며, 마지막으로 개별배치 지원고용 모델의 실제를 제시하였다. 경쟁고용의 지원작업모델, 지원경쟁접근법, 지원직업모델, 그리고 직업지도로 다양하게 불리우는 개별배치모델은 많은 사람들에 의해서 모든 서비스 전달 모델 중에서 제한이 최소인 또는 가장 정상화된 것으로 고려된다. 각 근로자마다 한 명의 직무지도원(job coach)이 있는데, 시간이 흐름에 따라서 어떤 형태의 사후지도가 영구적으로 제공되어질지라도, 직무지도원(job coach)에 의해 제공된 지원의 유형 및 양은 줄어들 것이라고 여겨진다. 개별배치의 목표가 되는 직업들은 모든 정상적인 지역사회 중심 직업을 포함한다. 물론, 지역노동시장의 성질과 근로자의 선호도 및 이전 경험이 특정한 배치가 행해지는데 있어서 주요한 결정 요소이다. 개별배치 지원고용은 중증장애인들이 경제활동을 넓히고 사회적으로 나아갈 수 있는 기회를 통합된 작업환경 내에서 제공하는 것이라 할 수 있다. 노동은 개인의 생활을 안정시켜주고 사회생활 범위를 넓혀주며 사회에 기여할 수 있는 기회를 제공해 준다.

The Purpose of this study is to examine the individual placement model of supported employment for the individuals with a significant disability. On the center of the speciality, concept and trait of the individual placement model of supported employment , its process and achievements have been investigated, and its process and systematic strategy have also been seen and finally its reality has been suggested. The individual placement model of supported employment which is called variously as supported job model, application competitive approach, supporting job model and vocational guidance is considered as the least limited or the most normalized model among all service models . When we use this model, the experts of employment place and train employees in the working- place of the community and offer many training and follow-along supports necessary to keep them to the job. There has been one job coach to one employee, as time go by, no matter how follow-up guidances will be offered continuously , it seems like that the type and volume of support offered by job coach will be diminished. The jobs that becomes the goal of individual placement include all normal community-centered jobs, of course, the character of local labor market and the preference of labor and former experience is of an important decision elements in performing the particular placement. It can be said that the individual placement model of supported employment offers within integrated work settings the opportunity that the severely disabled are able to extend their economic activities and go into the society. Labor makes personal life safe and broaden the scope of life in society and offers opportunity to contribute to the society. The disabled also enjoy their individual, social and economic benefits equal to that of non-handicapped workers as the opportunity of labor was supplied to the disabled through this model
