A Study on Roles and Functions of Vocational Rehabilitation Counselors in Vocational Rehabilitation Process

본 연구는 직업재활과정에서의 (직업)재활상담사의 역할과 기능을 구명하는데 주안점을 두었다. 이를 위해 구체적으로 직업재활상담의 이론적 기초를 밝혔고, 선진외국의 직업재활 전문가의 유형 및 활동상황을 고찰하였으며, 마지막으로 (직업)재활상담사의 역할, 업무 및 기능을 알아보았다.직업재활을 효과적으로 수행하기 위해서는 그에 관계하는 전문가의 자질이 중요한 요건이 된다. 직업재활전문가는 어떠한 장애가 계기가 되어 직업재활서비스가 전개되었는가와 기본사상 및 서비스의 내용이 된 이론이나 기법 등에 따라 직명을 달리하고 각국마다 다양한 직업재활전문가를 양성하고 있다. 직업재활사업에 있어서 특히 중요하고 종합적인 역할을 하는 것은 직업재활상담직종인데, 이는 장애인의 직업, 취업을 위한 조언, 지도, 정보제공 등의 기능을 수행하고 여러가지 직종에 대해 직무분석을 통해 취득한 정보를 장애인을 평가한 자료와 연관시켜 적절한 직종에 적절한 사람을 연결시켜주는 업무를 수행하는 (직업)재활상담사(vocational rehabilitation counselor)이다.

This study was focused on the investigation of roles and functions of vocational rehabilitation counselors in vocational rehabilitation process. For these, The theoretical basics of vocational rehabilitation counseling were explained, the patterns and activities of vocational rehabilitations experts in advanced foreign countries were studied, and the role of job and function of vocational rehabilitation counselors were examined. In order to perform vocational rehabilitation effectively, qualification of the specialist related with these are important requirements, such as, what factors make vocational rehabilitation services expand. The title of vocational rehabilitation expert varies in accordance with how it was expanded and theory and title according to basic thoughts and contents of service. Various vocational rehabilitation experts were educated and trained in many countries. The job of vocational rehabilitation counseling is especially very important and of comprehensive role in vocational rehabilitation affairs, among which are to offer job advice and vocational guidance for the disabled, and to limit the disabled to the job through job analysis on the basis of the right person and the right place. The roles and functions of vocational rehabilitation counselors are diagnosis, counseling, utilizing the sources of community, recording and reporting. The counselors are very active in the U.S.A. and do perform comprehensive roles and functions. In view of this, the result of this study is expected to propose many suggestions for the development of the education courses and in-service training programs for vocational rehabilitation counselors.
