산재장애인의 직업적응훈련프로그램에 관한 연구

A study on the vocational adjustment training programs for persons with industrial injuries

산업재해를 입은 근로자가 노동능력의 회복이나 전직을 위한 직업훈련, 직업탐색, 자기이해, 직업상담, 직업정보 제공, 직업평가 서비스 등 산재보험제도 내에서 체계적인 직업재활서비스를 제공받지 못해 노동력 회복에 많은 어려움을 겪고 있다. 본 연구에서는 산업재해근로자가 신체적 사회적으로 기능 회복을 하도록 지원하고, 이들이 사회참여에 제한을 받거나 차별받지 않고 건강한 노동을 하며 살아갈 수 있도록 산재보험제도에서 직업재활체계를 구축하기 위한 방안으로 직업적응훈련 프로그램 모형을 제시하고자 하였다. 산재장애인을 위한 직업적응훈련 프로그램은 산재장애인의 욕구를 기반으로 한 실질적인 서비스체계 내에서 직업복귀와 사회통합을 위한 중간과정으로서 확립되어야 한다. 이를 위하여 직업탐색 과정이 필요하므로 산재장애인의 직업평가 단계는 더욱 중요하다. 그러나 산재장애인에 대한 직업평가는 전통적인 방식과 다르기 때문에 재활전문가들에게는 하나의 도전이 된다. 이러한 직업평가는 환자 스스로 직업복귀가 어렵다는 개념이 생성되기 이전에 직업복귀의 가능성들을 높이기 위한 계획에 반영되어야 한다. 또한 직업재활 과정별 직업적 기능 수준별 직업적응훈련 프로그램 내용을 제시하였다. 산재장애인의 직업적 기능장애 수준은 산재보험의 장해등급을 MDS 임상평가상의 직업적 장애등급으로 실험적 재분류를 시도해 보았다. 이러한 연구결과를 바탕으로 산재장애인의 장애정도나 특성에 맞는 전문적인 직업재활프로그램 개발을 위한 자료가 제공되는데 의의가 있다.

Most workers who had occupational accidents confront difficulties in returning to work due to the lack of vocational rehabilitation services, including job-searching activities. They are not provided with the systematic rehabilitation services to return to work or to move into another job within the Workers Compensation Insurance(WCI) such as vocational training, job counseling, job-related information provision, and vocational evaluation. This study suggests the training program model to adapt workers with industrial accidents to jobs they wish to have as a way to establish the vocational rehabilitation system under the WCI, so that the workers will be assisted to recover their vocational functions at the pre-accident level physically and socially and to carry on a healthy labor without restriction or any discrimination in social participation. This study also provides contents of the vocational adjustment training program appropriate at several vocational disability levels over the vocational rehabilitation courses. The legal disability grade is re-categorized based on the vocational level under the MaCarron-Dial Vocational Evaluation System(MDS). The study will be meaningful in that it supplies the materials to be used for developing vocational rehabilitation program tailored to the level and characteristic of disability among persons with significant industrial injuries.
