An empirical study on the reform measure of the national subsidy system

This research has conducted an investigation about the national subsidy system, which is part of the local finance adjustment system areas. Investigation on actual condition of the national subsidy system regarding its problem and reform measure has been conducted especially to the working-level respondents, and the result has been reviewed based on the previously existing records. Investigation has revealed that the problems of the national subsidy system are inconsistency of the standard rate of grant, burden of the local contribution rate, inconsistency of the grant time and autonomy restriction of the local finance. Reform measures of the national subsidy system have been presented in order of alleviation of burden of the local contribution rate, improvement of the standard and differentiated rate of grant, stability and expansion of the subsidy scale and locally balanced allocation of the subsidy. For the inquiry asking about problem, which is in urgent need of being solved in operation of the national subsidy system, increase of the low national subsidy ratio has been selected as the most imminent problem in alleviating of the burden of the local contribution rate while rational adjustment of the standard rate of grant has been chosen to be solved out in order to make an adjustment plan for the standard rate of grant and objective business of application. In addition, the respondents have selected actualization of the arrangement of the subsidized project expenditure as the most urgent problem in improving the subsidy application and operation method while they have picked merger and abolition of the similar subsidy affairs along with an introduction of comprehensive subsidy system within the margin of error as reform measures of improving the systematic enforcement.
