A study on the Counterpart for the environmental change on electronic communication

Once, electronic communication industry was too much cost for individuals to invest and to manage. Therefore it has been considered as a monopoly run by national cooperation. A large number of countries had been operated as government management system. That is public good in terms of sufficiency of people s basis needs in survival. But today world communication surrounding is facing the generation by fast development of electronic communication skill and digitalized broadcasting and communication and convergence of information technology. Especially, privatization or liberalization, deregulation in electronic communication industry is being thought as one flow of important communication policy of not only our country but all over the world. These environment changes of information communication market made to change and bring the change in policy paradigm about communication industry which continually develops being justly influenced in Telecommunication Law. Most of all, not the regulation paradigm in past but lately has been necessarily new paradigm of regulation and principle of reconciled competition. Electronic communication which is one of major industries that guide 21th century South Korea economy remove factors which correspond in sudden environment communication. In addition, it is necessary to remove the irrational or limited competitive facts on electronic communication industry in order to improve continual development. The purpose of this issue is that we are in search of the proper solution for electronic communication industry of ours as we should consider what we need for national competitive reinforcement on electronic communication industry.
