지체장애인 및 뇌병변장애인의 정보통신 보조기기 이용실태 및 개선방안

A Survey on the Utilizing Status of Assistive Technology for Electronic & Information Access and Communication of Persons with Physical Disabilities and Cerebral Palsy

본 연구는 지체장애인 및 뇌병변장애인의 정보통신 보조기기 이용 실태 및 사용상의 문제점과 그에 따른 개선 방안을 알아보기 위한 조사 연구이다. 한국정보문화진흥원에 의해 전국 규모로 실시된 정보통신 보조기기 및 특수 SW 사용 실태 조사 중 지체장애인 및 뇌병변장애인만을 대상으로 데이터를 새롭게 분석하여 실시되었다. 우선 지체장애인 및 뇌병변장애인은 정보통신 보조기기의 필요성을 높이 인식하고 있었고, 일반적인 정보통신 관련 유형 세 가지 (컴퓨터·인터넷·휴대폰)에 대한 사용 실태를 알아본 결과 전체 90% 이상이 사용하고, 그 중에 휴대폰을 68% 사용하고 있는 것으로 나타났다. 정보통신 보조기기 이용 상의 문제점을 알아보고 제품 사용의 불편함 및 만족과 불만족 요인도 함께 알아보았다. 또한 정보통신 보조기기의 품목 및 기능과 보급정책에 대한 낮은 인지도로서 보급상의 문제점을 알아보았다. 끝으로 이러한 문제점을 바탕으로 개선 방안이 논의되었다.

This study surveys the utilizing status of assistive technology for electronic & information access and communication of persons with physical disabilities and cerebral palsy. In addition this study includes problems reported by subjects when using the assistive tech. Originally this study was supported by Korea Agency for Digital Opportunity and Promotion in Dec. 2006. The data for the current study was drawn from the original study and reanalyzed. First of all, almost 68 to 90% of the subjects are regular users of computer, internet and cellular phone. The subjects have needs of improvements in terms of quality of product and policies of assistive tech. Additionally this study figures out chief causes of satisfaction and dissatisfaction on each product in order to suggest improvement plans. Last, through the suggested improvement plans, three ideas were proposed for policies and industrial markets on assistive tech. for people with physical disabilities and cerebral palsy.
