유니버설 디자인 관점에 본 장애인의 주차공간

A Parking Space for the Disabled from the Universal Design Viewpoint

장애인 주차공간의 폭이 일반주차 공간 보다 넓은 것은 장애인 주차 공간 이용자 중에 휠체어의 사용자가 많기 때문이다. 따라서 이러한 장애인 주차공간은 주로 휠체어를 사용하는 보행장애인에게는 매우 편리한 주차공간이라고 할 수 있다. 그러나 많은 일반차량 이용자는 장애인 주차공간의 폭이 넓다는 이유에서, 또는 건축물 주출입구에 가깝다는 편리성 때문에, 그리고 주차하는 시간이 짧다는 이유에서 장애인 주차공간을 무단으로 사용하는 경우가 많다. 이러한 일반차량 이용자의 장애인 주차공간 무단 사용은 정작 그 공간 사용을 절실히 필요로 하고 있는 보행장애인의 이용을 불가능하게 하여, 보행장애인의 완전한 사회 참여와 사회통합에 많은 지장을 초래하게 된다. 따라서 본 연구에서는 베리어 프리(barrier free)와 유니버설 디자인(universal design)의 관점에서 미국, 일본, 한국의 장애인 주차공간에 대한 시설기준과 사례, 그리고 한국 장애인 주차공간의 설명 표시 및 장애인 주차공간 이용실태에 대해서 알아보기로 한다.

The width of the parking space for the disabled is wider than general parking spaces because its many users use a wheelchair. Thus, such a parking space for the disabled can be very convenient for the walking disabled using a wheelchair. However, many general drivers tend to use the parking space for the disabled without permission because of its wide width, easy access to the main exit of the building, and short parking time. This kind of use by general drivers prevents the walking disabled in urgent need of the space from using the space and interferes with their full social participation and social integration. Accordingly, this study is intended to examine the criteria and examples of parking space facilities for the disabled in USA, Japan, and Korea from the viewpoint of barrier free and universal design and investigate the indication of explaining the parking space for the disabled and the situation of its use in Korea.
