이 연구에서는 저소득 계층 등의 교육, 주택, 의료 등의 서비스 지원 관련 비용을 국가가 직접적으로 보조해 주기 위하여 실시하고 있는 바우처 제도와 관련하여 중증장애학생의 지역사회 문화탐방에 초점을 둔 여가활동 지원을 위한 모형을 개발하고자 하였다. 바우처 제도의 시행과 행정적 지원 기준설정은 지역 시·군·구청 등에서 책임지고 있다. 사회복지와 특수교육 분야에 대한 폭넓고 깊이 있는 연구 결과를 발표했고, 현재도 진행 중에 있는 대구경북에서 중증장애학생의 가족단위 여가활동 지원을 위한 바우처 모형을 개발한다는 것은 우리나라 사회복지 선도에 일익을 담당하는 계기가 될 것이다. 이 연구에서는 바우처 지원 담당 공무원, 바우처 지원 교사, 장애학생의 부모 등을 대상으로 면담하고 설문 조사하여 대구경북 중증장애학생의 지역사회 문화탐방 여가활동 지원을 위한 바우처 모형을 제시 하였다.
The purpose of this study was to suggest a developmental model on Voucher of leisure activities with cultural visit based on community for students with severe disabilities. Five Daegu local officials and five Gyeongbook officials were participated for interview, and 160 teachers (Daegu 80 and Gyeongbook 80) and 300 parents (Daegu 150 and Gyeongbook 150) were participated for survey. One questionnaire with five parts of the 58 questions were developed for this study. The scales of the Cronbach s alpha of the five parts were at least the number of the .812. There are no any public and/or governmental law to support the students with severe disabilities for leisure activities with Voucher. Therefore the result of the interview from the ten officials was that the leisure activities for students with severe disabilities was possible to support partially by other Voucher policy, however, the social status of the patents of the students with severe disabilities is the most important factor. And the other results of the survey by teachers and parents were that: (a) the teachers and parents were satisfied in the general Voucher policy and family supports; (b) the teachers and parents were satisfied in the services of the general Voucher; (c) the parents needs in the leisure activities for students with disabilities and studetns with severe disabilities were higher than those of the teachers; and (d) the developmental model on Voucher of leisure activities with cultural visit based on community for students with severe disabilities was materialized in the education for the whole man, social education, and lifelong education. Therefore this study concluded that the legal policy for Voucher to support leisure activities with cultural visit based on community for students with severe disabilities was established as soon as possible.
