교통약자를 위한 특별교통수단 운영 및 실태에 관한 연구

A Study on the Operation and Utilization Status of the Special Transport Systems for the Transportation Vulnerable

특별교통수단(Special Transport Systems: STS)에 관한 법률적 조항과 현황조사, 그리고 사례도시에서 운영 중인 특별교통수단의 이용실태와 만족도를 조사하여 문제점을 분석함으로써 교통약자들의 이동권 확보를 위한 바람직한 문제제기와 정책제언을 찾아보고 특별교통수단과 관련된 정책방향의 기틀을 마련하고자 연구를 시작하였다. 본 연구에서는 장애인 등 교통약자에 관한 법률적 규정, 조례, 계획 검토와 전국 및 사례도시의 현황을 비교분석하고, 그리고 교통약자의 이동권을 보장하기 위한 특별교통수단의 전국 및 사례도시의 운영현황 분석과 사례도시에서 운영 중인 특별교통수단의 이용실태와 만족도를 통하여 3가지 측면에서의 논의점을 찾아내고 개선방안을 제시하였다. 3개 사례도시의 특별교통수단의 운영실태를 분석한 결과, 제도적 측면에서 특별교통수단의 법정대수 산정방법, 이용대상자 범위 조정, 운행권역 설정과 이용요금, 차량운행비의 예산확보 방안이 필요하고, 시설적 측면에서 특별교통수단에 디지털운행기록계를 장착하여 효율적 운행관리의 필요성을 제시하였고, 운영적 측면에서 지자체내 모든 장애인 관련 이동편의차량에 대한 통합운영 마련, 특별교통수단의 이용을 활성화하기 위하여 다양한 홍보매체 개발을 통한 홍보 전략에 대한 논의를 진행하였다. 교통약자들의 이동편의를 위해 도입된 특별교통수단의 도입취지를 충분히 살려서 이동권 확보를 통한 차별 없이 교통수단을 이용할 수 있는 권리와 장애인을 포함한 모든 교통약자의 사회적 참여를 위한 보편적 개념의 사회통합방안 마련에 본 연구결과가 활용될 것으로 기대된다.

This study aims to establish the foundation of policy on the special transport systems based on the point in dispute and some political suggestions through the law s clauses, the current statistics related to the transportation vulnerable, the utilization status and satisfaction survey of the special transport systems in order to provide the mobility of the transportation vulnerable. The results show that it is needed to modify the method determining the number of the special vehicles and to determine the desirable user group s scope, the spatial service area and fare and to make the budget expansion of special vehicle s operation cost in the institutional view. In addition it is necessary to mount digital tachograph on every special vehicle for the effective operation and to integrate all special vehicles which have been operated in several organizations related to the disabled. In the future the findings of this study may help to provide the mobility right to the transportation vulnerable without any discrimination against the use of transportation modes by the special transport systems and the barrier free transportation.
