장애학적 관점에서의 특수교육 및 장애인복지 정책의 방향 재고

Rethinking Policy Orientation of Education and Welfare for Disabled People from a Disability Studies Perspective

본 연구에서는 개별원조학의 학문 범주에 머물고 있는 특수교육 및 장애인복지 정책의 방향성을 재고하기 위해 장애학적 관점에서 특수교육 및 복지정책에 팽배해 있는 자본주의 하 능력주의 신봉의 실제와 그에 따른 현실 제도상의 문제점들에 관해 인식론 및 제도적 관점으로 나누어 고찰하였다. 연구 결과 특수교육과 장애인복지 정책의 지향점으로, 능력주의의 극복과 있는 그대로의 장애상 인정을 위한 정치(精緻)한 장애개념의 파급 필요성, 개별모델적 장애관의 인정 양태에 있어 화이부동적 시각의 견지, 토대주의적 학문풍토와 개별 원조학의 초월을 통한 특수교육학의 외연 확장에 관해 제언하였다.

This study was made to analyze policy paradigms on special education and disability welfare assessing whether meritocracy exists in capitalist society in particular through disability studies. As a result the spread of exact definition of disability for overcoming of meritocracy and recognition disability as it was. Secondly, taking the principle of equal and different in patterns of individual disability model has been demanded by the real society. Lastly, I recommended expanding the scope of special education by overcoming dominant foundationalism at the academy world.
