경상북도 장애인 고용 현황과 발전 방향에 관한 연구

A study on the prospective directions of current situations of employment for people with disabilities who reside in Gyeongbuk Province

본 연구는 경상북도 장애인 특성과 경제활동, 그리고 기업체들 현황에 대한 분석을 토대로 하여 지역의 고용촉진 정책 수립과 발전 방향에 관한 논의를 제공하고 있다. 장애인 고용조건과 환경을 구직자 측면과 구인자 측면에서 나누어 살펴 볼 때, 타 지역에 비해 청년장애인들의 고용욕구는 높게 나타나며, 도시지역의 실업률이 높은 반면, 상대적으로 농촌지역은 낮았다. 비경제 활동 장애인구는 경제활동가능 인구의 약 39%로 이들 중 향후 취업의사는 대체로 낮았다. 산업별, 직업재활시설별, 그리고 예산별 분석과 외적 고용환경을 통해 살펴 볼 수 있는 것처럼 경상북도 장애인 의무사업체의 수는 증가하는 반면에 고용률은 낮아 앞으로 고용전망 향상을 기대할 수 있다. 따라서 이들 두 요인의 매칭을 극대화시키고 큰 틀에서의 영역별 서비스 발전 방향과 정책 함의점들을 제시하였다.

This study is aimed at investigating current situations and conditions of employment of persons with disabilities who reside in Gyungsangbuk-do Providence and its implications for the promotion of their socio-economic status. A series of focus group interviews and secondary data analyses were carried out to figure out characteristics of people with legal disabilities and factors of which employers and/or potential employers consider important. Research findings indicate that Younger persons with disabilities whose age rangers of between 15 years 29 years old showed higher vocational rehabilitation needs than other age groups. Among people with disabilities who are capable of working surveyed, about 39% of them are under or unemployed. Researchers are suggesting strategies and policy directions of vocational rehabilitation service for persons with disabilities by matching both the employer side and the employee side in the major policy scheme, including government initiatives and other important policy measures.
