장애인 활동지원 사후관리의 문제점 및 개선방안에 관한 질적 연구

A Qualitative Study on Problems and Improvements the Follow-Up Management of Personal Assistance Service for people with disabilities

연구목적: 본 연구의 목적은 장애인 활동지원제도의 사후관리에 초점을 두어, 사후관리에 대한 문제점을 파악하여 이를 바탕으로 개선방안을 제시하는 데 있다. 연구방법: 활동 지원 중개기관의 사후관리 담당자인 전담관리 인력 10명을 대상으로 초점집단 인터뷰를 활용한 질적 연구를 진행하였다. 연구결과: 연구결과, 다음과 같은 주제가 도출되었다. 1) 지도감독 주체의 비전문성과 내용이 비적절성 2) 급여의 제한 또는 정지 방법의 비형평성 3) 행정처분 절차의 비합리성 4) 부정수급 사례 5) 사후관리 개선방안. 결론: 이러한 결과를 토대로 장애인 활동 지원 사후관리 개선방안 마련에 필요한 실천적, 정책적 방안이 제시되었다.

Purpose: The purpose of this study was to suggest ways to improve follow-up management of personal assistance service for people with disabilities by drawing implications especially focusing on follow-up management of personal assistance service for people with disabilities. Method: Semi-structured interviews were conducted with focus group of 19 managers of institute for personal assistant service. Results: The results of this study were as follows. 1) non- expert of the subject of supervision and incompatible of contents 2) inconsistency of provision of activity support payment limitation or suspension, 3) irrationality administrative procedures 4) fraud case 5) the improvement of follow-up management. Conclusions: Practical and political implications were discussed to improve the Follow-Up Management of Personal Assistance Service for people with disabilities
