특수교육과 재활상담의 연구, 실천 그리고 정책에서 국제장애분류(ICF)의 함축적 의미

International Classification of Functioning, Disability and Health: Implications for Special Education and Rehabilitation Research, Practice, and Policy

이 연구는 우리나라 중증장애인의 고용과 지역사회 적응에 있어서 특수교육과 재활전문 분야의 취약한 요소들을 새로운 국제장애분류 방식과 관련하여 실천적, 정책적, 연구상의 함의점들을 찾아내고자 시도하였다. 새로운 국제장애분류는 장애인을 할 수 있다는 역량강화의 관점에서 접근하기 때문에 과거의 일원적 의학적 분류보다 탁월한 방식으로 이해되고 나아가 장애청년들의 교육과 고용에 있어서 훌륭한 계획 수립과 여기에 필요한 기초 평가 정보를 얻기 위한 중요 수단으로써 활용될 수 있는 가능성들을 탐구하였다. 그러나 아직까지 우리나라에서는 이 새로운 국제분류 방식에 대한 체계적 연구나 논의가 지나치게 부족하여 전문가와 전문영역 사이에서 소통할 수 있는 효과적인 수단으로 더욱 발전시켜야 함을 고찰하고 앞으로의 입법 방향과 정책적 토대에 대해서도 해야 할 일과 필요한 노력들을 제시해 보았다.

Special education appears to have little influence on the adjustments of students with disabilities to employment and the community life due to the lack of information on functioning partly. The International Classification of Functioning, Disability and Health (ICF) is an important measure concentrating on enablement not disablement for preparing education and counseling for youth with significant disabilities. The ICF is a result of amplifying the International Classification of Disease which has only one dimensionality. However, the concept of the ICF remains unclear for the field practitioners. This ecological model of international approach for differentiating various types of disabling conditions has potential to change stereotyped understanding of disability and difficulties that many people with disabilities encounter. Assessment information utilizing the refined ICF core set can be an effective tool to communicate between special education teachers and vocational rehabilitation counselors, other related professionals as well. These efforts may give a great benefit to persons with significant disabilities.
