국내 장애인의 정보접근권 현황과 개선 방안 연구

A Study on Situation and Task of Information Accessibility in Domestic Disability

본 연구는 정보통신기술이 발달함에 따라 과학기술분야의 새로운 패러다임으로 자리잡은 유비쿼터스 사회의 특징을 살펴보고, 이와 같은 패러다임의 이동하에서 장애인의 정보접근권과 관련한 국내의 제도적 현황과 각종 지표에 의한 정보격차 정도를 파악하고자 한다. 그리고 이를 바탕으로 정보접근권이 장애인의 권리임을 다시 한 번 분명히 함과 동시에 장애인(학생)의 정보접근권과 교수-학습권 지원을 보장하기 위해 필요한 다양한 방안들을 제시하는 것을 연구의 목적으로 하고 있다. 연구 결과를 정리하면 다음과 같다.첫째, 정보통신기술의 발달에 따른 유비쿼터스 사회로의 패러다임 이동은 긍정적인 면과 함께 정보격차의 심화와 같은 부정적인 면도 유발할 것으로 예상된다.둘째, 장애인의 정보접근을 보장하기 위한 국내의 제도적 기반은 미약하다. 또한 규범화돼 있더라도 권장사항인 만큼 장애인의 정보접근권은 여전히 사회복지적 시혜의 차원에서 이루어지고 있다. 셋째, 장애인의 정보접근권을 강제하는 법률의 제정이 이루어져야 하며 개인 정보보호에 대한 제도적 대책도 수립해 나가야 한다. 학교에서도 장애학생들의 정보접근권과 교수-학습권을 보장하기 위한 기관간 협력 모델에 바탕한 실행은 물론 학교 웹사이트를 학생 중심으로 제작하는 등의 노력이 있어야 한다.

The object of this study was to review the special feature and to grasp the situation and task on information accessibility in domestic disability. Based on results, this study bring out that information accessibility is right on the disabled. The findings of this study are as follows. First, the advancement of information and communication technology and paradigm shift have negative as well as positive, deepening the information gap. Second, obstacle humanity and justice information access the system base of the domestic for is feeble. Although there was nom for information accessibility for disabled, it was not obligation but recommendation. Third, the law of information access right on disabled should be accomplished, and also the system for personal information protection should be established. In School, students right must be guarantee for information access and teaching-learning.
