델파이 기법을 활용한 보조공학 서비스 발전을 위한 과제 분석

Subject Analysis for Assistive Technology Service Development

본 연구는 현재 사회적으로 논의되고 있는 보조공학 서비스(Assistive Technology Service)의 발전 및 활성화를 위한 우선 과제가 무엇인지에 대해 각계 전문가들을 대상으로 알아보고자 하였다. 이를 위해 각계 전문가를 대상으로 3차에 걸친 델파이 조사를 실시하여 예측, 이슈, 목표, 대안 및 기타 각 영역에 대해 8개씩의 문항을 조사 분석하였다. 연구결과는 다음과 같다. 첫째, 보조공학 서비스는 장애인의 독립생활을 통한 삶의 질의 향상에 기여할 수 있는 구체적인 서비스 방법론이라는 점이다. 둘째, 각 영역에서 공통적인 한계 및 과제로 인식되고 있는 것은 정부 정책 및 제도의 구축이 가장 중요한 것으로 나타났다. 셋째, 보조공학 서비스에서 우선적으로 고려되어야 하는 것은 서비스 전달체계를 포함한 인프라의 구축이 선결되어야 한다는 것이다. 넷째, 보조공학 관련 산업의 발전은 반드시 서비스의 활성화를 통해서 이루어져야 한다는 점에 의견이 일치하였다. 다섯째, 장애인 당사자와 다른 그룹과의 인식의 차이가 있는 것으로 나타났다. 당자사(활동가) 그룹은 독립생활에 대한 기대가 상대적으로 높았으며, 현재 보조기기 구입에 대한 경제적 부담이 높은 것으로 나타나 향후 정책 결정과정에 소비자들의 참여를 통한 실질적 정책이 마련되어야 함이 지적되었다.

The purpose of the study was to examine with specialists in each field about what preferred assignments for development and revitalization of assistive technology service in the present social issue were. To achieve the purpose, the study investigated and analyzed each eight items about prediction, issue, target, alternative plan and other fields by enforcing the Delphi technique three times with specialists in each field. The results of the study were as follows. First, assistive technology service is a concrete service methodology to contribute to improvement in the quality of life through independent life of the disabled. Second, showed that it was the most important to construct policy and system of the government, which was recognized to be a common limit and assignment in each field. Third, it should be construction of infrastructure including service delivery system to have to be considered preferentially in assistive technology service. Fourth, specialists had united opinions in the fact that assistive technology related industry development must be realized through service revitalization. Fifth, it showed that the disabled and other groups had differences in their recognition. It showed that the disabled group(Activists) had a high anticipation for independent life relatively and also had a high economic charge for purchase of assistive devices. Therefore, it was pointed that substantial policies should be prepared through consumers’ participation in the process of policy decision hereafter.
