특수교육지원센터 역할의 중요도와 실행도 차이 분석

Analysis of Differences in the Importance and Implementation of the Roles of a Support Center for Special Education

본 연구에서는 특수교육지원센터 역할과 기능을 국내·외 선행 문헌 분석을 통해 도출한 후에, 우리나라 특수교육지원센터를 실제로 담당하고 있는 운영자가 인식하는 특수교육지원센터 역할의 중요도와 실행도를 분석하여 특수교육지원센터 역할의 중요도-실행도 차이를 검증함으로써 중요도와 실행도의 격차를 최대한 줄일 수 있는 실천 전략을 탐색하는데 그 목적이 있다. 본 연구의 결론은 다음과 같다. 첫째, 국내·외 선행 문헌 연구를 통해서 최종적으로 도출된 특수교육지원센터의 기능과 역할은 연수 및 홍보 지원, 전문 인력 지원, 용이성 및 유용성 지원, 연계 및 협조 지원, 물리적 환경 지원, on-line 환경 지원, 교육 프로그램 지원 등 7개 영역으로 구분할 수 있다. 둘째, 특수교육지원센터 역할에 대해 각 영역별과 항목별로 중요도와 실행도 차이를 검증한 결과, 7개 영역과 28개 항목 모두 통계적으로 유의미한 차이가 나타나, 중요도가 실행도에 비해 높다는 것을 알 수 있다. 셋째, 특수교육지원센터를 실제로 담당하고 있는 운영자가 인식하는 특수교육지원센터 역할의 중요도와 실행도 간의 격차를 줄일 수 있는 실천 전략으로는 특수교육지원센터의 역할 중에서 교원 연수 및 특수교육지원센터 홍보 기능을 보완하고, 특수교육 전문 인력의 전문성 향상 및 전문 인력을 증대시켜야 하며, 지역사회 및 특수학급, 통합학급 등과 긴밀한 연계·협조가 반드시 필요하다.

First, the review of previous studies home and abroad helped to categorize the functions and roles of a support center for special education into seven areas, which include support for in-service training and promotion, support for professionals, support for easiness and usefulness, support for connections and cooperations, support for physical environments, support for online environments and support for educational programs. Secondly, the importance and implementation of the support center s roles were tested according to the areas and items. The results indicate that there were statistically significant differences in all the 28 items of seven areas with importance getting higher scores than implementation. And finally, there are several practice strategies to narrow the gap between the importance and implementation of the support center s roles as they were perceived by the manager in charge of the support center. They include supplementing such functions as in-service training for teachers and promotions, helping the professionals of special education increase their professionalism, expanding the pool of professionals, and maintaining close connections and cooperations among the community, special classes, and inclusive classes.
