The purpose of this paper is to explain wh-scrambling in Korean in terms of EF-feature (Chomsky 2005). As wh-scrambling can be reconstructed, covert copy movement of wh-phrase to the Spec-CP headed by [+WH]COMP is needed for scope taking either from in situ position or reconstructed Spec-TP position. So called syntactic A -wh-movement (Takahashi 1993) is caused by EF-feature, taking scope interpretation at C-I interface. In normal A-scrambling of wh-phrase, the EF-driven wh-phrase gets its focus interpreted at scrambled position, and then it undergoes invisible movement to Spec CP which has [+WH]COMP for scope interpretation at C-I interface. Even wh-phrase in situ moves covertly to the nearest Spec-CP headed by [+WH] COMP. In multiple wh-fronting, the clustered wh-phrase can be considered to move to Spec-CP being driven by EF-feature, interpreting scope at C-I interface. But there remains a lot of unsolved problems expecting further research.
