This paper proposes a new analysis of that-t effects based on Chomsky (2005, 2006) s framework. Taking C s ϕ-feature as one of the EFs (edge-features) and these EFs can not be applied twice to wh-phrase which has already been initiated by the EFs in the same phase, it is argued that T is inherited ϕ-feature from C and C selects T through lexical selection when that is merged into C. In this case lexical selection means that an EF has been applied to the lexical selected projection. Thus subject extraction over that (that-t) is not allowed by C s EFs since subject movement to TP Spec was caused by an EF, ϕ-feature inherited from C. It is shown that the that-t effects straightforwardly follow from the presence of that in the C. The proposed analysis receives further support from the fact that it accounts for adverb effects and cross-linguistic variation with that-t effects.
