A Study on the Polish Transformation: Focusing on the Round Table Agreement and 1989 Polish Legislative Election

1980년대 내내 폴란드 전국에서 기습적인 가두시위가 연이어 벌어지는 가운데 그 빈도와 강도가 점점 더 높아져 갔다. 1985년 소련 서기장에 취임한 고르바초프가 브레즈네프 독트린을 철회한다고 밝히자, 폴란드 공산당이 더는 버틸 수가 없었다. 그 결과 보이치에흐 야루젤스키를 선두로 하는 폴란드 공산 정권이 레흐 바웬사를 중심으로 하는 반체제 세력에게 대화를 제의한다. 폴란드 가톨릭교회가 중재에 나서며, 공산 정권과 자유노조를 대표로 하는 반체제 세력이 원탁회의에 앉아 대화를 가지고 타협을 이루었다. 원탁회의란 1989년 2월 6일부터 4월 5일까지 폴란드 공산 정권과 자유노조를 중심으로 하는 반체제 세력 간에 정치, 경제, 사회, 문화에 관한 전반적 개혁을 논의하기 위해 열린 회의를 말한다. 원탁회의에서 가진 대화와 타협에 따라 1989년 6월 4일 폴란드에서 전후 최초로 민주 선거가 치러졌다. 선거 결과 자유노조를 중심으로 하는 반체제 세력이 상원 100석 중 99석을 차지하고, 하원에 할당된 35%를 모두 차지하는 압도적 승리를 거두었다. 6월 총선 결과 제2차 세계대전 이후 동유럽에서 최초로 비공산 총리로 선출된 타데우쉬 마조비에츠키 정부가 출범하게 된다.

Throughout the 1980s, a series of street demonstrations took place all over Poland, increasing the frequency and intensity of the protests. When Gorbachev, who took power as Soviet secretary in 1985, revealed that the Brezhnev Doctrine was withdrawn, the Polish communist party could no longer withstand. As a result, the Polish communist regime, led by Wojciech Jaruzelski, proposed a dialogue to dissidents centered on Lech Wałęsa. While the Polish catholic church began mediating, the communist regime and dissident forces centered on the Solidarity sat down at a round table meeting and made a compromise through dialogue. From 6 February to 15 April 1989 talks, which became known as the Round Table Talks saw the Polish communist party abandon power and radically altered the shape of the country. In 4 June, 1989 Polish legislative election took place. Much to its own surprise, Solidarity took all contested (35%) seats in the Sejm, the parliament’s lower house, and all but one seat in the fully free elected Senate. As a result of the election, government with Tadeusz Mazowiecki as the Eastern Europe’s first non-communist prime minister since World War II, was established.
