There are three stages on the korean records and archives management system. First, from the establishment of Korean Government(1948) to the establishment of Government Archives and Records Service(GARS)(1969). Second, from 1969 to 1990s. Third, from 1990s to nowadays. This distinguish will be useful to understand the history of the korean records and archives management system. This treatise focus on the first stage. After liberation, korean archival management system followed an colonial tradition. But some meaningful changes happened through the Coup(1961.5.16). old colonial regulation were replaced new regulations. Official document form were standardized. I think these changes effected from the regulations of army. Nevertheless, the new systems could not get rid of the colonial system yet. First, the colonial regulations were used at the reclassification of permanent records. Seconds, disposal plans were processed twice at the background of cold war tensions. Unhappily, these disposal plans were processed without the appraisal standards and archivists, And so many important records were disposed incorrectly. Especially, in this disposal plan context, GARS(Government Archives and Records Service) were established. Although the establishment of national archives were a remarkable event, uncorrect some practices has been continued. I think this treatise has some historical meaning. First, It will useful to understand the prehistory of GARS as National Archives. Second, It will help understanding the historical background of records laws(1999). From these historical research, we will make the further plans. Third, this research deals with the modern records and archives records management system for the first time on this area. It will be an incitement to study.
