핀란드와 스페인의 사회실험 비교

Comparative Analysis of social experiments in Finland and Spain

본 연구는 보편적 기본소득 보장 사회실험인 핀란드 사례와 최소소득 보장실험인 스페인 사례를 비교분석한 뒤 그에 따른 시사점을 모색하고자 하였다. 이를 위해 핀란드 보편적 기본소득 실험과 스페인 바르셀로나 B-MINCOME 실험을 Gilbert와 Terrell의 산출분석틀에 따라 분석하였다. 그 결과 첫째, 두사례 모두 복지국가 재편을 위한 방향이 기존 제도를 보완하는 방식으로 수렴되는 경향을 보였으며, 목표를 통해 고용친화적 성격이 짙은 것을 볼 수있었다. 둘째, 지급대상은 예산 문제와 기존 제도와의 정합성 때문에 특정대상, 즉 사회적으로 취약하다고 여겨지는 집단을 중심으로 실험이 진행되었다. 셋째, 급여수준은 실업급여 수준, 최저생계비 수준 등으로 대개 낮았다. 넷째, 전달체계에서는 핀란드 실험은 중앙 정부가, 스페인 실험은 지방정부가 관리 및 운영주체가 되었다. 또한 전달과정에서 계좌이체, 선불카드, 모바일 앱 등을 활용하였다. 다섯째, 재원 마련을 위해 조세, 사회보험료, 민간후원금 등 다양한 출처의 자금이 활용되었다. 이러한 결과를 바탕으로 복지국가 전환을 위한 정책 방향의 시사점을 제공하였다.

This study compared the universal basic income experiment in Finland and the B-MINCOME pilot project in Spain Barcelona, and tried to find implications. To this end, two cases were analyzed according to Gilbert and Terrell’s policy analysis framework. As a result, first, the direction for the Retrenchment of the welfare state showed a tendency to converge in a way that complemented the existing system in both cases, and it could be seen that the goal was highly employment-friendly. Second, the experiment was conducted centered on socially vulnerable groups due to budgetary issues and compatibility with the existing system. Third, the level of benefits was usually low, including the level of unemployment benefit and the level of the minimum cost of living. Fourth, the Finnish experiment was managed and operated by the central government and the Spanish experiment by the local government. Also, account transfers, prepaid cards, and mobile apps were used in the delivery process. Fifth, funds from various sources such as taxes, social insurance premiums, and private donations were used to raise financial resources. Based on these results, implications for the policy direction for the transition to the welfare state were provided.
