Direction and Application of the Curriculum for Local History Based on Public History

역사교육의 대중화와 함께 새로운 지역사가 주목받고 있으며 지역사 연구의 새로운 지평을 공공 역사를 통해 찾을 수 있다. 공공 역사는 공적인 역사 서술과 재현의 모든 형식을 포괄한다. 박물관, 미술관, 기념관을 포함해 모든 형태의 미디어를 통해 이루어지는 역사하기가 포함된다. 공공 역사 기반 지역사 교육과정은 지역민으로서의 정체성 형성의 측면과 민주시민으로서 자신의 삶과 연결되는 지역에 대한 학습을 통하여 역사적 행위의 주체로서 시민 지향의 역사를 추구한다. 또한, 공공 역사 기반 역사는 과거의 사건 또는 역사 과정을 경험한 참여자, 증인의 인터뷰를 통해 증언을 채록하고 역사를 서술하는 구술사 연구 방법과 만나게 된다. 또한 마을과 학교를 학생이 주도적으로 탐구하면서 학생 주도의 역사탐구가 가능해진다. 공공 역사를 통한 지역사 교육과정을 구성하면서 지역교육과정 체제의 도입이 필요하다. 지역교육과정은 국가 수준의 교육과정에서 가지던 교육과정 편성·운영의 권한을 지역/학교/교사에게로 돌려주는 것을 의미하며, 지역 수준에 맞게 내용과 방법을 선정하고 운영할 수 있는 체제를 의미한다. 공공 역사 기반 지역사 교육과정 적용의 사례로 경기도교육청에서 추진한 구술사 프로젝트와 지역 근현대사 교육자료 개발 사례를 제시하였다. 구술사 프로젝트는 구술사 방법론을 중심으로 학교사 아카이브 구축, 구술 생애사, 일제 잔재 청산 등 다양한 활동과 다원적 관점의 역사하기가 적용되었다. 공공 역사 기반 지역사 교육과정 개발의 방향과 사례를 제시하면서 새로운 지역사 교육과정의 가능성과 의미에 대하여 확인할 수 있었다. 반면에 공공 역사 기반 지역사 교육과정이 내실화하기 위한 한계 혹은 개선점 또한 존재한다. 우선은 시민 지향, 다원적 관점의 공공 역사 기반 지역사 교육과정을 초·중·고 학교급별로 체계적으로 추진하기 위한 교육과정의 개발이 필요하다.

Along with the popularization of history education, new local history is drawing attention, and new horizons of local history research can be found throughout public history. Public history encompasses all forms of public historical narratives. The public history-based local history curriculum pursues citizen-oriented as a subject of historical activities through the development of identity as a local citizen and the learning of areas connected to one s life as a democratic citizen. Public history-based history also meets oral research methods that record testimony and describe history through interviews with participants or witnesses who have experienced past events or historical processes. In addition, student-led historical exploration will be possible as students take the initiative in exploring villages and schools. It is necessary to introduce a local curriculum system while forming a curriculum for local history through public history. A local curriculum means transferring the authority to organize and operate curriculum from the national level to the local community/schools/teachers, and establishing a system in which content and methods can be selected and operated in accordance with the local level. As an example of the application of public history-based local history curriculum, an oral history project performed by the Gyeonggi Provincial Office of Education and the development of educational materials for modern and contemporary history in the region are presented. The oral history project focused on the oralist methodology, and applied various activities such as building archives of school history, oral life history, and liquidation of remnants of Japanese colonial rule. With the direction and examples of the development of a public history-based curriculum for local history, the possibility and meaning of a new curriculum for local history were identified. On the other hand, there are limitations or improvements to the public history-based local history curriculum. First of all, it is necessary to develop a curriculum to systematically promote a public history-based local history curriculum based on citizen-oriented and pluralistic views by elementary, middle and high school levels.
